DoubleYouC has released his highly-anticipated tool to automate creating FaceGen for your entire mod list!
It requires FO4Edit, the Creation Kit, and latest Creation Kit Platform Extended.
You can get it now at the Vault-Tec Enhanced FaceGen System (VEFS) page.
Perchik's amazing X-Cell includes a fix for mods not loading FaceGen, and the latest versions have resolved the headless NPC issue.
Some of these may still be useful for fixing bad FaceGen with stretched hair or just for a performance improvement.
As I encounter mods with headless NPCs, I'll upload the FaceGen I generate here.

Packed in v1 BA2 for use with either OG or NG.
If you use more than one, it should be fine to repack them together into 2 BA2s (Main and Textures) or merge them into the mods' BA2s.
