Stormcrown - A Shout Overhaul


Stormcrown is a complete overhaul of Skyrim’s Shout system designed to balance existing Shouts, add new Shouts and new effects for Vanilla Shouts, and provide additional progression for the player’s experience as Dragonborn.

Requirements

Stormcrown requires Address Library for SKSE Plugins and the most recent version of Custom Skills Framework. Stormcrown requires a save in which you have not yet asked Paarthurnax to teach you to meditate on the Voice. If you've already passed that point in your game, please start a new game before installing.

Dragonborn Perks

When you complete your training at High Hrothgar, and the Greybeards officially recognize you as the Dragonborn, you will receive a Lesser Power called Meditate. Using the Meditate power will cause your character to enter a meditative pose, and will grant you access to a new Dragonborn perk tree. 

You acquire new perks for the Dragonborn perk tree by killing dragons and absorbing their souls. The first five perks require two souls each; the next five perks require three souls each; the next five perks require four souls each; the sixteenth and final perk requires five souls. All told, completing the Dragonborn perk tree requires that you kill fifty dragons and consume their souls. Note that these souls are not consumed by the perk tree, and you are still free to use them to unlock or upgrade Shouts.

Dragonborn (2/2) - Your Shouts are 25/50% stronger.

Dragon of the North -  You resist 25% of incoming stagger, and you take 25% less damage while staggered.

Sky Above (2/2) - Your Shouts last 50/100% longer
Voice Within - Your Shouts are silent to others
Windcaller (2/2) -  Your Shout cooldown is reduced by 25/50%.
Way of the Voice - Once every ten minutes, when you fall below 25% Health, your Shouts have no cooldown for 10 seconds. 

Deep Breath (2/2) - Your Shouts have a 25/50% chance to deal double damage.
Ancient Voice (2/2) - Your Shouts have a 50/100% chance to stagger enemies.
Sharp Tongue (2/2) - Your Shouts deal 50/100% extra damage to enemies who fall below half Health. 
Stormcrown - Your Shouts have a 25% chance to have no cooldown in combat.

Dragon Shouts

Stormcrown overhauls every Shout in the game. Some Vanilla Shouts, such as Disarm and Animal Allegiance, had particularly forgettable or undesirable effects, and have been changed drastically. Stormcrown also fixes numerous bugs with existing Shouts and adds two new Shouts to the game, Lightning Breath and Poison Breath. Note that cooldown, magnitude, and duration for Shouts have been balanced with the power of the new Dragonborn perk tree in mind.

Animal Ally 

Cooldown: 60/90/120 seconds.

  • Raan: Summons a wolf for 60 seconds.
  • Mir: Summons a sabre cat for 60 seconds.
  • Tah: Summons a bear for 60 seconds.
Aura Whisper

Cooldown: 30/45/60 seconds.

  • Laas: You detect all nearby living creatures for 30 seconds.
  • Yah: You detect all nearby living and dead creatures for 30 seconds.
  • Nir: You detect all nearby creatures for 30 seconds.
Battle Fury

Cooldown: 60/90/120 seconds.

  • Mid: All nearby allies move and attack 10% faster for 60 seconds.
  • Vur: All nearby allies move and attack 15% faster for 60 seconds.
  • Shaan: All nearby allies move and attack 20% faster for 60 seconds.
Become Ethereal

Cooldown: 60/90/120 seconds.

  • Feim: You become ethereal for 10 seconds.
  • Zii: You become ethereal for 20 seconds.
  • Gron: You become ethereal for 30 seconds.
Bend Will

Cooldown:
60/90/120 seconds.

  • Gol: Cleanses All-Maker stones.
  • Hah: Living targets are placed under your command for 30 seconds.
  • Dov: Tames dragons and allows them to be ridden. 
Call of Valor 

Cooldown: 180/180/180 seconds.

  • Hun: Summons Gormlaith Golden-Hilt for 60 seconds.
  • Kaal: Summons Felldir the Old for 60 seconds.
  • Zoor: Summons Hakon One-Eye for 60 seconds.
Call Dragon 

Cooldown: 5/10/300 seconds.

  • Od: No effect. 
  • Ah: No effect.
  • Viing: Summons Odahviing.
Clear Skies

Cooldown: 10/20/30 seconds. 

  • Lok: Clears the weather for 20 seconds.
  • Vah: Clears the weather for 40 seconds.
  • Koor: Clears the weather for 60 seconds.
Cyclone 

Cooldown: 60/90/120 seconds.

  • Ven: Deals 50 Magic damage and knocks down enemies in a small area.
  • Gaar: Deals 75 Magic damage and knocks down enemies in a large area.
  • Nos: Deals 100 Magic damage and knocks down enemies in a massive area. 
Dismay 

Cooldown: 60/90/120 seconds.

  • Faas: Living targets up to level 20 flee combat for 30 seconds.
  • Ru: Living targets up to level 30 flee combat for 30 seconds.
  • Maar: Living targets up to level 40 flee combat for 30 seconds.
Dragon Aspect

Cooldown: 180/240/300 seconds. 

  • Mul: Increases Armor Rating by 50 for 600 seconds. 
  • Qah: Increases Armor Rating by 100 for 600 seconds.
  • Diiv: Increases Armor Rating by 100 and Magic Resistance by 25% for 600 seconds.
Dragonrend 

Cooldown: 30/45/60 seconds.

  • Joor: Forces dragons to land for 20 seconds.
  • Zah: Forces dragons to land for 40 seconds.
  • Frul: Forces dragons to land for 60 seconds. 
Drain Vitality

Cooldown: 60/90/120 seconds.

  • Gaan: Absorbs 5 Magicka per second for 30 seconds.
  • Lah: Absorbs 5 Magicka and Stamina per second for 30 seconds.
  • Haas: Absorbs 5 Health, Magicka, and Stamina per second for 30 seconds.
Elemental Fury 

Cooldown: 60/90/120 seconds.

  • Su: Move and attack 10% faster for 30 seconds. 
  • Grah: Move and attack 15% faster for 30 seconds.
  • Dun: Move and attack 20% faster for 30 seconds.
Fire Breath

Cooldown: 30/45/60 seconds.

  • Yol: Deals 50 Fire damage. Enemies on fire take extra damage over time. 
  • Toor: Deals 75 Fire damage. Enemies on fire take extra damage over time.
  • Shul: Deals 100 Fire damage. Enemies on fire take extra damage over time.
Frost Breath 

Cooldown: 30/45/60 seconds.

  • Fo: Deals 50 Frost damage to Health and Stamina.
  • Krah: Deals 75 Frost damage to Health and Stamina.
  • Diin: Deals 100 Frost damage to Health and Stamina.
Ice Form

Cooldown: 60/90/120.

  • Iiz: Reduces enemy Movement and Attack Speed by 25% for 20 seconds.
  • Slen: Reduces enemy Movement and Attack Speed by 25% for 40 seconds.
  • Nus: Reduces enemy Movement and Attack Speed by 25% for 60 seconds.
Kyne’s Peace

Cooldown: 60/90/120

  • Kaan: Calms targets up to level 20 for 30 seconds.
  • Drem: Calms targets up to level 30 for 30 seconds.
  • Ov: Calms targets up to level 40 for 30 seconds.
Lightning Breath 

Cooldown: 60/90/120 seconds.

  • Strun: Deals 50 Shock damage to Health and Magicka. 
  • Gaar: Deals 75 Shock damage to Health and Magicka.
  • Kest: Deals 100 Shock damage to Health and Magicka.
Marked for Death 

Cooldown:
60/90/120. 

  • Krii: Reduces enemy Health by 50 and Armor Rating by 50 for 30 seconds.
  • Lun: Reduces enemy Health by 75 and Armor Rating by 100 for 30 seconds.
  • Aus: Reduces enemy Health by 100 and Armor Rating by 150 for 30 seconds.
Poison Breath 

Cooldown: 60/90/120 seconds

  • Laas: Deals 7.5 Poison damage per second for 10 seconds. 
  • Slen: Deals 11.25 Poison damage per second for 10 seconds.
  • Aus: Deals 15 Poison damage per second for 10 seconds.
Slow Time 

Cooldown: 180/240/300 seconds.

  • Tiid: Slows time by 50% for 10 seconds.
  • Klo: Slows time by 50% for 20 seconds.
  • Ul: Slows time by 50% for 30 seconds.
Soul Tear 

Cooldown: 120/150/180 seconds.

  • Rii: Deals 5 Magic damage per second for 10 seconds. 
  • Vaaz: Deals 7.5 Magic damage per second for 10 seconds. If the target dies, fills a soul gem. 
  • Zol: Deals 10 Magic damage per second for 10 seconds. If the target dies, fills a soul gem and reanimates their corpse.
Storm Call

Cooldown: 180/240/300 seconds.

  • Strun: Calls a storm for 30 seconds. Lightning bolts from the storm deal 50 damage.
  • Bah: Calls a storm for 45 seconds. Lightning bolts from the storm deal 75 damage.
  • Qo: Calls a storm for 60 seconds. Lightning bolts from the storm deal 100 damage.
Subdue

Cooldown: 60/90/120 seconds.

  • Zun: Reduces enemy weapon damage by 25% for 20 seconds.
  • Haal: Reduces enemy weapon damage by 25% for 40 seconds.
  • Viik: Reduces enemy weapon damage by 25% for 60 seconds. 
Summon Durnehviir 

Cooldown: 5/10/300 seconds.

  • Dur: No effect. 
  • Neh: No effect.
  • Viir: Summons Durnehviir.
Throw Voice 

Cooldown: 30/20/10 seconds.

  • Zul: Throws voice.
  • Mey: Throws voice.
  • Gut: Throws voice.
Unrelenting Force 

Cooldown: 10/20/30 seconds. 

  • Fus: Deals a 75% stagger to enemies.
  • Ro: Deals a 100% stagger to enemies.  
  • Dah: Deals a 100% stagger and ragdolls enemies.
Whirlwind Sprint

Cooldown: 10/20/30 seconds.

  • Wuld: Rush forward by 30 feet.
  • Nah: Rush forward by 40 feet.
  • Kest: Rush forward by 50 feet.
Meditations

Stormcrown overhauls Paarthurnax's Meditation mechanic to provide upgrades for almost all Shouts. When you approach Paarthurnax for the first time, you will be able to ask him whether he teaches the power of the Voice to others. Doing so will lead to Paarthurnax offering to teach you to meditate on the Words of Power. Step towards the Word Wall on which Paarthurnax is perched to begin.

Meditating on a Word of Power consumes a dragon soul, and provides a permanent upgrade to the chosen Shout. You can only meditate on the Words of Power for Shouts which you have mastered by learning and unlocking all three words. Unlike Vanilla, you can have more than one Meditation effect at a time.

Animal Ally: Your Animal Ally's Armor Rating is increased by 150, and their Magic Resistance is increased by 25%.

Battle Fury: Battle Fury increases the Armor Rating of all nearby allies by up to 150. 

Become Ethereal: Become Ethereal restores Health over time.  

Cyclone: Cyclone deals extra damage over 10 seconds.

Dismay: Dismay works on the undead, Daedra, and Dwarven automatons.

Dragon Aspect: Dragon Aspect does not trigger a Shout cooldown. 

Dragonrend: Dragonrend reduces Armor Rating by 150 and Magic Resistance by 25%. 

Drain Vitality: Drain Vitality absorbs twice as much Health, Magicka, and Stamina.

Elemental Fury: Elemental Fury reduces the cost of power attacking and drawing a bow by 25%. 

Fire Breath: Fire Breath ignites enemies and leaves a trail of fire on the ground. 

Frost Breath: Frost Breath deals extra Stamina damage over 30 seconds.  

Ice Form: Ice From has a chance to encase enemies in ice for 10 seconds.

Kyne's Peace: Kyne’s Peace works on the undead, Daedra, and Dwarven automatons.

Lightning Breath: Lightning Breath deals extra Magicka damage over 30 seconds. 

Marked for Death: Marked for Death reduces enemy Magic Resistance by up to 25%.

Poison Breath: Poison Breath deals double damage to enemies who fall below half Health.

Slow Time: Slow Time is twice as strong.

Soul Tear: Soul Tear deals extra damage over 10 seconds.

Subdue: Subdue reduces enemy weapon damage by an additional 25%.

Unrelenting Force: Unrelenting Force deals additional damage and breaks through wards. 

Epistolary Acumen 

The Black Book Epistolary Acumen now grants you one of three possible buffs to Dragon Aspect. These buffs are:

Dragonborn Force: Dragon Aspect reduces incoming damage while power attacking, drawing a bow, or casting a spell by 25% .

Dragonborn Might: Dragon Aspect increases your Armor Rating by an additional 100.

Dragonborn Soul: Dragon Aspect increases your Fire, Frost, and Shock Resistance by 25%.

Notes

  • The words for the new Lightning Breath Shout can be fold in Yngvild's Gulf, to the east of Dushnikh Yal, and in an ashy area on southern Solstheim, respectively.
  • The words for the new Poison Breath Shout can be found in Bleakcoast Cave, in the Morthal Swamp, and in the Snowclad Ruins in Solstheim, respectively.
  • Elemental Fury's Meditation requires you to have the unarmed weapon equipped to work. The unarmed weapon is an invisible weapon that the game equips on the player in certain circumstances. All major perk overhauls (Ordinator, Adamant, Vokrii, etc) apply the unarmed weapon to the character as part of their unarmed support, so we have not reduplicated that feature here.
  • Slow Time is not affected by perks that extend its duration, because of the way it interacts with them. This does not apply to its Meditation effect.
  • The Subdue Shout is a reinterpretation of the Disarm Shout, and works both for the player and for enemies.
Compatibility 

Stormcrown requires Address Library for SKSE Plugins and the most recent version of Custom Skills Framework, which is only compatible with Skyrim Special Edition and Anniversary Edition 1.6.640 (Steam) and 1.6.659 (GOG). Stormcrown's edits are kept to a minimum, meaning it should not cause any major compatibility issues with your game. Stormcrown should not be combined with other Shout overhauls, such as Thunderchild or Forceful Tongue.
