Now tested and adjusted with Azurite Weathers and works with ENB light and other particle light mods.
The idea was a fantasy ENB preset with bright days, shiny lights, medium saturation and a balanced ambient occlusion.
So this is my work in progress.
It is fully customizable and you can adjust it to what ever your taste is.
I think you can easily adjust it to every weather / lighting mod out there if it is reasonable for you.
So not many blah blah and.....
Before:
-disable Screen Space Ambient Occlusion in the SkyrimSE Launcher
-make sure you find these line in the SkyrimPrefs.ini.    iVSyncPresentInterval=0   ....set to 0 like here

Performance:
5 - 12 FPS  (depending on your hardware)
-a good performance boost with still good visuals with my preset is:
  ...in the Launcher set the details to medium ( you can use TAA or not)
    ...go to advanced and disable ambient occlusion and snow shader
       ...at view distance set object detail fade to high
          ...in the options in the game you can set the grass fade higher depending on your FPS
-if necessary you can disable depth of field in the ENB settings

INSTALLATION:
1. Download the latest ENB binaries from ENBdev.com
2. Copy only the d3d11.dll and d3dcompiler_46e.dll from the WrapperVersion folder into your main SkyrimSE game directory
3. Download HARDY ENB and place the files in the same directoy
4. Have fun

In game press SHIFT+ENTER for the menu
show FPS with NUM 5   (...or change it)
