Playing this game on a 60 hz monitor the game should be colorfull and probably no need for a color reshade !
This reshade is made for 144 hz monitors using standard monitor mode, where some games are grey and have no colors, maybe the icc monitor profile get ignored ?

Reshade V1:
Unsharp: vignette shadow removal and textures look different, better
Colourfulness: medium color increase (0.40 is the standard value from this shader, readjust if you like more or less color)
CAS: texture sharpening
Install: Copy the reshade file into the game folder \Steam\steamapps\common\Anno 2070
When installing Reshade into the game folder, click on unselect all and then select all shader.
Recommended reshade settings: Load only enabled effects in the settings menu and use performance mode.
Hotkeys:
Pos1: standard hotkey to enable the reshade menu ingame
Insert: toggle reshade on and off hotkey for comparing the difference
Print: for screenshots will be inside the game folder
Page up: reload the ini file
Page down: performance mode on and off
End: for choosing the next preset
Recommended graphic settings:
How to disable bloom in anno 2070: If you want the same graphics clarity, you have to use max settings ingame, then disable bloom with using low settings in both postprocessing tabs. Disable bloom by setting it to low at the postprocessing intensity option and 2nd low on general postprocessing.
You can set only the postprocessing intensity on low and let postprocessing on high. Try it out what you like more.
Disabling clouds will help with clarity too.
If your computer is getting very loud while playing the game, try to change the refresh rate in the ingame options to 60hz and have vsync on.
This will change the game to use max fps 60 and the pc should be quiet again. Im playing for a while using 60hz on a 144hz monitor and the game plays just fine.
Second option would be to use 144hz ingame, but use a frame limit of 60 fps in the nvidia or amd graphic settings app. In the nvidia 3d settings tab, go to the 2nd tab and search for anno 2070 and set the fps limit there, so only this game uses max fps 60 and no other game.
About directX the game uses directX 11 if we change nothing.
In the engine ini file there is one line.
<DirectXVersion>0</DirectXVersion>
Instead 0 i've tried value 12 and the game feels and looks different, you can see it in the screenshots.
I'm not sure about it but im thinking we can use those values there: 9, 10, 11 and 12. This will change the used directX version.
DirectX 12 looks worse and has lower fps but less input lag.

*This reshade was created without a HDR monitor, so maybe this won't work on HDR monitors.
*Important note to everyone who get to feel a headache or eyes hurting, you should disable cas and use lower color values because these effects can create pixel corruption by oversharpening the picture. Using this reshade config it is fine for me but i had this in other games.
So be carefull when using sharpening and color effects, thank you.
*Feel free to change my reshade settings and upload your own reshade.
If you are a game developer: This is the kind of graphics what gamers realy want. Full colors, straight textures and clear sight ! Look at the screenshots or test the reshade file by yourself. When you create a new game think about putting some kind of colorcorrection into your new developed game for 8 bit monitors or add something like this in the settings menu for being able to toggle the colorcorrection on and off.
