This Voice Pack is for English only and isn't based on any video game character.
Requirements:
A legal copy of both Skyrim Special Edition and Skyrim Anniversary Edition
Dragonborn Voice Over (1.1.0) (and it's requirements) by MrCody220 (Go give them a kudos!)
(Optional, but highly recommended.) Dragonborn Voice Overs - Plugin Replacer by ToosTruss
Unofficial Skyrim Special Edition Patch and Unofficial Skyrim Creation Club Content Patches (Voice over pack was made with these patches.)Requirements:

How to use:
After installing Dragonborn Voice Over and this mod, under Dragonborn Voice Over MCM, in game, select "Bruce - Deep Male Voice Pack"
