5/19/25 Update: I made a Performance Version. Download it and load it after regular NVR.
I specifically copied Salamand3r-'s performance mode changes, plus shut off a shader or two that weren't contributing much to the visuals, so, thanks again Sal.
It Must Be Said Up Top: Sal's fantastic presets for New Vegas Reloaded, Caffeine and H2O, dominate the discussion of NVR.
That's a correct thing to happen, but I set myself a goal: Quality (hopefully) in the ballpark of Sal's work, but something completely different, using my own insane NVR ideas and using my own insane NVR methods. Whiteout is, ideally, something that could be viewed as 'another nice option to try,' similarly to how there were as many unique vibes to ENBSeries presets in the past, as there were players/modders of Fallout: New Vegas.

Why call it Whiteout NVR?
Well, aside from the obvious joking reference to the classic/infamous ENBSeries preset Blackout ENB, I also use some ~ techniques ~ to make the image 'almost too bright' - whited out, if you will - in situations that would be extremely bright, like a noontime cloudless desert day. I was also inspired by those old-school ENBSeries presets, when designing the look of my NVR preset, so the name "Whiteout NVR" is both a meme and a sincere homage. Yes, I liked Blackout ENB.
Details

This New Vegas Reloaded preset requires (or at least soft-requires) almost everything Caffeine or H2O requires, and not much that those two presets do not require. I may attempt to put together a "Collection" or a Wabbajack just shoving all the required mods into a single list for convenience, but for now, the required mods list is just going to be pretty large. That hypothetical Wabbajack would help Sal's users as well, and
The good news is, if you've done all the legwork to get Caffeine running, you're basically done: you can probably just uncheck H2O/Caffeine, drop Whiteout in instead, and see if you like it.
I have one difficulty spike I've given myself: I have this idea that since I require Neutral Weathers for its normalized brightness values, if I can find the perfect values for my preset, they should automatically look good almost everywhere. So I attempted to find those good-almost-everywhere values, and as such I don't require Cartographer. This means that my preset has a few compromises. Specifically: TTW fans will notice that Megaton is something of a smog-filled hellhole. Caffeine and H2O (and the distant H2O descendant Uranium Haze, and the H2O fork MAID) work around this by basically having a custom look just for Megaton; I work around it by concentrating my effort in other areas and apologizing to you for how weird Megaton looks.
BTW, this preset doesn't run well on slow machines. Don't try it on your Steam Deck. But try it at 1080p res if you're on at least a midrange video card.
UPDATE: If Whiteout NVR isn't running very fast for you, try this:
Download Whiteout NVR and the Performance optional file. Load Performance after Whiteout NVR. See if you like how it runs. Thanks Sal for letting me steal your performance preset options from Caffeine. Graphically it looks worse, but not super worse. It still looks pretty good!
Install

0. install this mod's rather daunting set of prereqs. if you can get through SALVO installation you'll be fine.

2. if you insist on not doing it with a mod manager, you should be able to just drag and drop Whiteout's files into \Data, but seriously just use MO2 you

Install, but in reverse. Or whatever it is Xilandro says on all his mods.
Incompatibility
============
Soft incompatibility with B42 Optics. B42 Optics will work with, but will not look good with, any NVR preset. Sorry, but I have to just recommend you use something else, like PSRO. What's the issue? Try it and see. You'll see the moment you look down that first scope. Yes, that problem you see, that's the issue, no it isn't fixable, no Wall's B42 Optics/Real Time Reflections patch doesn't fix it.
Soft incompatibility with other weathers. No weather mod other than DNW/Neutral Weathers will provide the brightness values that my preset expects. Expect everything to be way too dim or way too bright if you try something else anyway.
Soft incompatibility with Cartographer. If you use my NVR preset, uncheck Cartographer in MO2; Whiteout does not expect Cartographer and I don't think it will break down if it's present, but Cartographer definitely won't help my preset work better.
Soft partial incompatibility with Enhanced Camera. NVR will crash instantly with Enhanced Camera unless you set bFirstPersonShadows=0 in EC's .ini file. This is shared by all NVR presets, not just mine. And that's the workaround. If you are using EC with NVR, make sure bFirstPersonShadows=0 and you're good to go.
