Changelogs
This mod is a comprehensive overhaul for Tale of Two Wasteland's Enclave. Originally a simple patch between the mods Functional FEV and my TTW conversion of Enclave Improvement Project, I eventually decided to give this mod its own identity. I present:

Features
A fully voiced questline that allows the player to properly side with the Enclave after infecting Project Purity in "Take it Back!". This is completely optional, however; you can continue to be hostile towards Enclave forces after infecting the purifier.

Comprehensive overhaul of the Enclave as a faction.

All content from Functional FEV and Enclave Improvement Project is present, patched to work together.

Full access to Raven Rock and Broken Steel locations after the main quest.

A new player home in Raven Rock - Level 2

Levels of Raven Rock destroyed during "The American Dream" can be repaired at the cost of 5000 caps.

A new Enclave-themed perk, available after repairing Raven Rock.

Changes Made to Functional FEV Content
Galaxy News Radio will no longer be taken off the air; Three Dog will still die and be replaced by Margaret, however.

The interior of the Satellite Relay Station will now be accessible.

Horace Pinkerton will be hired by the Enclave and return to the Rivet City Science Lab after "Take it Back!"

Project Purity will use the interior cell from Functional FEV after "Take it Back!", it will then switch to Broken Steel's version of the interior after the appropriate Enclave quest has been completed. Anna Holt will also be moved to the Jefferson Memorial Rotunda after the appropriate Enclave quest is completed.

Requirements
Tale of Two Wastelands
As of 2.0, Functional FEV has been fully integrated into Manifest Destiny and is no longer a requirement! (God bless you, hman)

Compatibility/Recommended Mods
Spoiler:
Show

My original TTW conversion of Enclave Improvement Project is now considered a legacy mod, and is still accessible only for archival purposes. Do NOT use it with Manifest Destiny.

My other mods Enclave NPC Overhaul and Enclave Auxiliary have been fully integrated into Manifest Destiny as of 2.0. Do NOT use them at the same time!

Functional FEV is included in Manifest Destiny. Do NOT use both at the same time!

Rebuild the Capital is not compatible.

Tweaks for TTW is compatible and recommended. HOWEVER;
1. Seeing as how MD adds its own changes to Enclave levelled lists, there will likely be clashes with any of the TTTW settings that alter Enclave armor spawns. This has not been tested though, so enable these settings at your own risk.
2. The setting to find ED-E at Adams Air Force Base should work with MD 2.0, though future MD-specific content for ED-E is planned that will clash with this setting.

Vertibird Player Home is compatible and recommended.

Claim the Mojave (and the Capital) can be compatible, but the patch in the optional section is highly recommended!

Faction Costumes for TTW - REVISED can be compatible, but the patch in the optional section is highly recommended!

Mojave Squads can be compatible, but the patch in the optional section is highly recommended!

Assaultrons of New Vegas can be compatible, but the patch in the optional section is highly recommended!

If you would like your Enclave to resemble that of the above screenshots:
Titans of the New West 2.0, Power Armor Visual Enhancement, my PAVE Enclave retexture, my Enclave Retexture SuiteReoty's Concept Vertibird Retexture, Improved Vertibird Sounds, and the PAVE textures optional file are recommended.

Other recommended mods include TTW - Complete Player Home UpgradesMenace of the New West, Weapon Retexture ProjectRaven Rock Exterior Overhaul, Enclave Sergeant RL-3, and Classic Sentry Bot Overhaul.

Prerequisites/How to Start
Spoiler:
Show

Do NOT complete "The Power of The Atom" until you have completed the main quest. For reasons still being looked into, completing this quest may cause MD's content to break. Additionally, once the main quest is completed, Megaton must NOT BE NUKED! At least, not until the appropriate quest for MD has been completed. TTW - Complete Player Home Upgrades is recommended, as it will allow you to own both houses.

Do NOT side with the ghouls during the quest "Tenpenny Tower". You must kill the ghouls.

"The Replicated Man" will become unavailable if not completed before the main quest. It is recommended that you complete the quest before starting "Take it Back!".

If "Take it Back!" is completed before starting "Reilly's Rangers", you will not be able to revive Reilly in Underworld. You can, however, still start the quest through the remaining methods.

Play through Fallout 3's main quest normally, treating Enclave encounters as you see fit, up until meeting President Eden in "The American Dream".

While in dialogue with President Eden, you must select "Why do you want my help? Why not have Colonel Autumn help you?". This will start the quest "Joining the Enclave". DO NOT convince Eden to destroy Raven Rock.

Upon returning to the Citadel, start "Take it Back!", but DO NOT reveal the modified FEV to Elder Lyons.

Play through the Liberty Prime sequence as normal, starting "Project Impurity".

Deal with Colonel Autumn how you see fit; BUT, you will miss out on a small amount of content if he is killed during "Take it Back!".

You MUST infect the purifier's water supply with the modified FEV and complete Project Impurity. Not doing so will result in you siding with the Brotherhood. It is highly recommended that you enter the code to activate the purifier, not Sarah or companions. Refer to Troubleshooting/Bugs section for more info.

After going through the ending sequence and cutscene, you should awake in the Citadel, under siege by Enclave forces. This is how you know that the post-game of Manifest Destiny has activated.

You should then be given the option to formally join the Enclave. Selecting "No" will lock you out of Manifest Destiny's questline, but you will still be able to see much of the changes of throughout the wasteland. Selecting "Yes" will ally you with the Enclave faction, and should unlock access to Raven Rock.

Upon returning to Raven Rock, you can optionally speak with President Eden, who will congratulate you on your success. To start Manifest Destiny's questline, look for and speak to Sgt. Mayfield in the War Room of Raven Rock - Level 2.

Troubleshooting/Bugs
This mod is in what I would consider a complete state, but there are some kinks. Within the mod folder is a text document walkthrough. There will be further content updates and patches in the future.

Manifest Destiny should be safe to install mid-playthrough, as long as you install before speaking with President Eden for the first time. That said, installing on a new playthrough will minimize any possible bugs.

There will be issues if you do not infect Project Purity with this mod installed. Do not install this mod if you plan on playing Broken Steel normally/siding with the Brotherhood.
If you would like to play through Broken Steel normally with most of the Enclave changes, I recommend my mods Enclave NPC Overhaul and Enclave Auxiliary as alternatives to Manifest Destiny.

Playtesting has revealed that, depending on which version of TTW installed, Manifest Destiny's post-game content may not activate properly if you do not activate the purifier yourself; this is confirmed with v3.3.3b, however I did not encounter these problems prior to updating from v3.3.2. It is for this reason that activating the purifier yourself is recommended.

There is a terminal in Raven Rock - Level 2 that you will use over the course of the questline to issue take-over orders to Enclave personnel. DO NOT select these orders until the appropriate quest that mentions these orders is active, doing so could break the questline.

If, for whatever reason, Enclave soldiers are still hostile after joining the Enclave, Faction Costumes for TTW or Tweaks for TTW's Enclave Ceasefire option should act as good workarounds.

If, for whatever reason, you are unable to enter take-over orders, use these console commands for their respective locations:
Set EIPQuest02.MegatonSecured to 3
Set EIPQuest02.TenpennySecured to 3
Set EIPQuest02.PentagonSecured to 1

If any other bugs are encountered, do not hesitate to bring them to my attention.

MASSIVE credits to both hman101 and Lawlder, authors of Functional FEV and Enclave Improvement Project respectively. None of this would be possible without them.
