Restores the cut NPC Old Man Billy to the game.

This mod restores the cut content NPC by the name of Old Man Billy, although he is not a 100% faithful restoration. Why? Well, his vanilla records are incomplete, so I had to fill in the blanks in order to produce a functional NPC.
Going forward, Old Man Billy will consist of two files, detailed as follows:
1. The main file simply places him in Goodneighbor where he will function as any other generic Goodneighbor resident.
2. The second file is an add on that, when used with rlbaxter's RL_Recruit_Framework, allows you to recruit him to a settlement, where he will function as any other settler.
