Changelogs
This mod is currently compatible with Cyberpunk v1.63 Hotfix 2. I'll leave the mod up for anyone running an earlier version of the game, but I currently do not have plans to update this to be compatible with Cyberpunk v2.0. The changes in v2.0 to the way cyberware and leveling works makes this mod mostly redundant.

The purpose of this mod is to provide level scaling and balance the Bioplastic Blood Vessels health regen bonuses to increase the sense
of progression/challenge as you level up (rather than installing a +50% of maximum health per second regen buff at level 15 and never looking back).

BACKGROUND:
The two “Health Regen” values reported on the character screen are actually representative of the percentage of your total health regenerated every second, not the straight health points regenerated per second. So, if you have a health regeneration rate of 25 on the character screen, it would take you 4 seconds [100% / 25%] to regenerate your health fully.

The way the vanilla Bioplastic Blood Vessel cyberware works is by applying its bonus as an additive percentage to your current out-of-combat health regeneration rate. It does NOT increase your health regenerationrate by a flat value per second, as the description states. This means that if you have a stamina regeneration rate of 15%, the legendary version actually increases your out-of-combat health regeneration rate to 65% of your total health
regenerated per second. That means it would take less than two seconds to regenerate all of your health. This may seem a little broken, but as this is only applied out of combat, it actually isn’t all that bad.

The vanilla Bioplastic Blood Vessel cyberware also increases the maximum out-of-combat health regen limit by 20% (base is 60%, so you’d end up at 80% without perks). This is not described anywhere.

BIOPLASTIC BLOOD VESSELS TWEAKS
The first thing this modification does is to add an additional minor benefit to the Bioplastic Blood Vessels. It adds a small increase to the maximum in-combat health regeneration limit. The default values are 1% to 5% depending on the quality of the cyberware.

It also allows changing the maximum out-of-combat health regen limit for each quality level. The default values are 5% to 40% depending
on the quality level.

All of these values may be adjusted in the “userConfig.lua” file to suit your taste (including setting them to zero to remove the benefit).

BIOPLASTIC BLOOD VESSELS LEVEL SCALING
The second thing this modification does is to provide linear level scaling of the out-of-combat heath regeneration rate. The health regen rate per player level is configurable in the “userConfig.lua” file. The default values in this mod provide the vanilla bonuses at level 50. Again, feel free to tweak these values to suit you.

BIOPLASTIC BLOOD VESSELS DESCRIPTION CHANGES
The final thing this modification does is add both the maximum out-of-combat (existing) and in-combat (new) health regeneration limits to the cyberware description.

INSTALLATION:
Unpack the zip file into your Cyberpunk 2077 install directory (the "scaleBioBlood" folder should end up in the "\bin\x64\plugins\cyber_engine_tweaks\mods\" folder), or install with Vortex.

UN-INSTALLATION:
Delete the "scaleBioBlood" folder from the "\bin\x64\plugins\cyber_engine_tweaks\mods\" folder of your Cyberpunk 2077 installation directory, or uninstall with Vortex. Donezo!

TROUBLESHOOTING:
If you encounter any problems with this mod, the first troubleshooting step should be to verify you have the latest version of Cyber Engine Tweaks installed.

THANKS:
Thanks to the CET team, WolvenKit Team, the Cyberpunk 2077 Modding Discord, Nephilimshard for the request, and the Cyberpunk2077 modding community at large for example code I used to understand how lua scripting for Cyberpunk 2077 works!
