Splash Damage Remastered

This was made to make splash damage as a whole much more easily understandable, compressing it into either weapon splash (Splash Damage) or grenade splash (Grenade Damage), as well as to help `set` up a base that can be used to further change skills and items in a more sensible and deliberate fashion.

Various Audio Fixes

Fixes Moonshiner and Cara-Van ear blasting engine sounds which normally ignored volume sliders in-game. Fixes all instances of inconsistent map audio such as in the Bloodshot Stronghold and Bunker.
