I have been playing a lot of ESO recently and love the thief/assassin features. When I went back to Skyrim, I realized how much I miss having a safe haven for sketchy folks in the major cities. Thievery exists independently of the Dragonborn's involvement, so the availability of fences should not be dependent on your quest progress. There are plenty of other thieves around who have goods to move and need a hidden place to rest!
Inspired by ESO, I have added outlaws refuges to nine major cities/towns. They vary immensely in size, appearance, and functionality based on the area and population. All outlaws refuges have a fence and at least one un-owned bed. In some refuges you may find trainers, merchants, crafting stations, guards up to no good, roaming thieves, naughty nobles, or travelling suppliers.
Outlaws refuges have been added to: Whiterun Falkreath Markarth Windhelm Solitude Dawnstar Morthal Raven Rock Winterhold
For obvious reasons, there is no Outlaws Refuge in Riften.
Open Cities - Incompatible. The entrances to many of the refuges will be inaccessible with this mod. JK's Whiterun - Compatible. Seen in the screenshots/video for the WR entrance!
Load Order: Shouldn't matter, my stuff is all new. When in doubt, load this later.
