Overhauls the Lucky Lockup Tavern in Balmora - subtle atmospheric improvements on the original floor, with a new basement with a kitchen and places for all the NPCs to sleep.

The Lucky Lockup is a charming int. Just across from Balmora's silt strider, it has an atmospheric stage for performances, and some interesting NPCs - but where do they all sleep? How are they making the food without a fire?
This mod makes some subtle changes in the original int to improve the atmosphere even further, and to add some OAAB/TD clutter.
I also added a new floor in the basement, with a kitchen and beds for the NPCs to sleep in. The Lucky Lockup now looks like what it is - the best place for your average traveller to stay during their visit to Balmora. If you're not a Hlaalu noble or rich merchant, or a Camonna Tong thug, or a lawless member of the Thieves Guild, if you want to keep both the contents of your purse AND your life intact, you want the Lucky Lockup.
Changes to the original tiles of the int are as minimal as I could make them (only two vanilla tile pieces changed to accommodate the new stairs), so this should be compatible with most mods.

Beautiful Cities of Morrowind - incompatible. RandomPal's version of the Lucky Lockup is a much greater overhaul.
