This is my personal Reshade Preset that I made for The Witcher 3. I spent hours tweaking settings and trying out different shader effects until I finally got the look that I wanted. 
This preset started off as a Benis Preset (made for Benis Lighting mod NG at The Witcher 3 Nexus - Mods and community (nexusmods.com)) but eventually evolved into its current form.

My goal with this preset was to balance looks with performance. Make it look as graphically impressive as I could with as little impact on FPS as I could manage. I also tried my best to minimize the impact on UI, as higher performance shaders like MXAO tend to bleed over onto the game's UI, I never cared for this personally, and never got the hang of UI masking.

I used a mix of well-known shaders to create this preset and all credit goes to their creators. 
This preset Utilizes Shaders from the following packs:
Marty McFly's qUINT Shaders
Robert Jessop's (rj_200) Glamayre Shaders
BlueSkyKnight/BlueSkyDefender's AstrayFX Shaders
LordofLunacy's Insane Shaders
CeeJayDK's Sweet FX Shaders

If I missed crediting any other Authors, please let me know.

This preset was made for Dx11, I am unaware if it would look the same on Dx12, or if any of the shaders used would interefere with Raytracing. Given the state of the Dx12 version of the game at this time, I have no interest in testing it out. If you use Dx12 and would like to try it out and let everyone know, please feel free.

EDIT: Preset confirmed to work and produce similar effects on Dx12. Thanks pelooleq, for testing that.

It should also be noted that the screenshots were produced with a higher end PC, results may vary if your PC's specs are lower.
PC Used:
Razer Blade 15 Advanced
Nvidia RTX 3080 (8GB) GPU
Intel Core i7
32GB RAM

The graphics settings I used for the screenshots are higher than normal, I use the Ultra4 Graphics Setting mod to up the graphics beyond Ultra+.

Installation Instructions:
Download the current version of Reshade
Drop the Vibrance.ini file into your x64 folder (SteamLibrary\steamapps\common\The Witcher 3\bin\x64) or your x64_dx12 folder (SteamLibrary\steamapps\common\The Witcher 3\bin\x64_dx12) depending on which executable you use to launch the game.
Extract the rest of the files to your The Witcher 3 game folder
Run Reshade and choose Vibrance.ini as the preset
OPTIONAL:
Install the other mods cited below (utilizing Script Merger as necessary) to make your game look awesome!
