Tweaks the chances of the Tesla legendary weapon effect (50%, 75%, 100%)

The base Tesla legendary effect only has a 15% chance of firing a Tesla round. This mod tweaks the effect to have a 50%, 75%, or 100% chance of firing a Tesla round. (it also changes the effect description based on percentage)
It is up to the player to decide if this is balanced. I really don't care, I was bored and thought of the idea, so I made it :p
Uses the FOMOD installer for configurability (even tho there's 3 options lol)
For making your own straight from hell weapons with this tweak, I recommend using Legendary Module Recycler (by JonathanOstrus) or Legendary Modifications (by pitufocabeza). Whichever suits your fancy more
