The Port City of Windhelm and Capital Windhelm Expansion both have Dunmer Refugee Camps that already blend together, but Open Capital Windhelm moves the camp for consistency. This patch resolves issues and allows everything to work together upon a smoothened landscape. There is also a patch for Open Capital Windhelm - JK's New Gnisis Cornerclub, which adds some stuff to the area... for some reason. These patches will only work if Windhelm Port.esp and all subsequent patches are loaded after all other plugins that affect the area. To be safe, put these plugins just above those from any mods that specifically tell you to load theirs last, such as Realistic Water Two or Flat World Map Framework. Both plugins are ESL flagged.
