Updated and changed implementation to work with the latest version of Custom Skills Framework.
Made a few changes to the exp gain. Now it's only possible to gain it in combat.

Spiked Armor Health required lowered, to make it better.
Fixed a typo in Ysmir's Descendant perk.
Dragonguards' Heritage now gives you 25% more damage versus dragons, instead of a scaled damage based on dragons killed. Dragonslayer's Blessing bonus lowered, from 25% to 20%. Dragon Infusion bonus increased, from 40% to 50%.

Dragon Blood replaces Awakening. Health and Stamina Regeneration maximum improvement lowered to 50% from 75%.

Punishment Breath renamed in Punishment Exhalation and effect is changed. Instead of a chance to deal more 25% more damage, it now provides a 25% bonus damage to targets that are power attacking, drawing a bow or casting a spell.
Unstable Tongue replaces Deep Breath previous spot. Offensive Shouts have 35% chance to deal double damage.
Al Du In triggers when targets fall below 20% Health instead of 15\30%.
Reactive Soul triggers when you fall below 35% Health instead of 50%. Damage reduction removed.
Champion of Akatosh replaces Way of the Voice previous spot. Dragon Blood perk improves Magicka Regeneration too. Magnitude of Animal Allegiance, Dismay and Kyne's Peace improves. Also, them unlock new powers.
Dragonguards' Heritage replaces Assimilation. Increase damage versus dragons based on how many you kill. Also, Dragon Infusion and Dragonslayer's Blessing are stronger. Unrelenting Force will benefit from all offensive perks.
Reflexive Scales renamed in Spiked Armor. Reflected damage scales with your Health. Magnitude of Disarm improves.
Paar Thur Naax triggers when a damage-dealing Shout kills the target, instead of rely on the previous clunky way. Cooldown recovered lowered to 5 from 5\10 seconds.

Fixed Reflexive Scales magnitude.
Replaced Draining Echo with Breaking Echo: Nearby enemies staggered by Mighty Voice deal 20% less physical and magical damage for 10 seconds. Drain Vitality does the same thing as Draining Echo and I do not want to make it redundant or useless.
Scaling for Phantom Form from Forceful Tongue - Shouts Overhaul integrated.
Added scaling to Soul Tear Reanimate.
Assimilation & Paar Thur Nax perks will now work on nearby enemies instead of only in front ones.

Dragonborn is a completely standalone perk tree focused on shouts. You can access to the perk tree using the Ysmir Meditation power, added after the completion of The Way of the Voice.
Dragonborn is designed to work alongside Forceful Tongue, but doesn’t require it.

Dragon Blood (10) - You gain experience by killing Dragons. Way of the Voice (30) - Your Shout cooldown is reduced by 25%.
Inhale (20) - Your Shout damage is increased by 25%. Deep Breath (40) - Your Shouts deal extra 25% damage to targets who have full Health. Punishment Exhalation (60) - Your Shouts deal extra 25% damage to targets who are power attacking, drawing a bow or casting a spell. Storm Voice (80) - Your Shouts have a 50% chance to deal double damage. Al Du In (100) - Your Shouts have a 50% chance to kill targets when they fall below half Health.
Reactive Soul (20) - Your Shouts are 25% more effective when you fall below 50% Health. Hardened Armor (40) - You take 25% less damage while your Shouts are on cooldown. Dragonguards’ Heritage (60) - Your Shouts are 25% more effective on Dragons. The Tongue (80) - Your Shouts stagger nearby targets. Paar Thur Nax (100) - Your first three Shouts used in combat have no cooldown.
Notes
Experience is only gained in combat.
The more Shouts you master, the more experience you can gain.
Drain Vitality, Ice Form and Marked for Death are excluded from Inhale, Deep Breath, Punishment Exhalation and Storm Voice.
