Long Loading Times Fix
- slightly reduces the time of the post-loading animation when moving between locations
High FPS Physics Fix
- limits in-game fps to 60
- limits loading screen fps to 60
- limits pipboy fps to 60
- allows dynamically budgeting of maximum time scripts are allowed to run per cycle based on current framerate
- limits budgeting to 60 fps
- slightly reduces the time of the post-loading animation when moving between locations
