This is a very basic level 3 City Plan for Finch Farm for 19 settlers.
Why A One-Level Plan?
You should ensure Designer’s Choice and Starting Plot Levels are ON
Build the City Planner’s desk and choose the Finch Farm plan.
Tip: I use the Sentrybot Station by VFX as the two defense plots. They are Hi-Tech plots and therefore require settlers with a high agility. Sure, there’s a training plot, but if you want to staff those plots right away, I recommend the mod, SPECIAL Zapper as a cheat.
There is a wonderful view from the player apartment.

If you build up your settlements pretty fast like I tend to do, it’s nice to have some one-level plans that don’t suck up the ‘scripts bandwidth.' Less lag makes for longer, less glitchy gameplay.
