Restores the cut Forged member, Brad Finnegan, to the game.

According to his wiki article, Brad Finnegan is a member of the Forged who was originally intended to be placed in the blast furnace room, presumably as part of the final scene with Slag and Jake Finch. I was concerned that placing him there might interfere with the scripted scene, so I moved him to the prior room with the power armor station and stairway to the roof (see screen shots).
Note: Brad's armor/outfit is determined by the Forged leveled list, so in your game, it may differ from what you see in the screen shots.
Compatibility
Per usual, I "rebuilt" Brad with a fresh base record to eliminate conflicts with mods that may use his original record.
