NOTE: THIS OUTPOST PLAN WILL NOT APPEAR IF YOU HAVE NOT CONVERTED YOUR SETTLEMENT TO AN OUTPOST
You need to convert settlements to outposts using the War Planner’s Desk to access Outpost plans. The War Planner’s Desk is unlocked in Chapter 3. After converting the settlement to an outpost, select the outpost plan from the city planner’s desk.
