Vanilla blueprint for Sanctuary. Built using only main game and DLC items. There are beds for 21 settlers, all six Tier 3 shops, all crafting workbenches.
This uses Slot #25 of Transfer Settlements. Please download manually if you already have a blueprint in that slot or just want to assign it to a different slot.
Nothing is built inside the existing house structures if you don't wish to scrap everything. I use Crimsonrider's Convenient Power. If you don't use something similar, you will need to run power lines to some of the turrets.
Setup and Stability: If you're new to this or have unstable settlements, please read.
Although this blueprint is completely without mods, here are some recommended mods I personally use to switch out or add to some of the vanilla items (unable to get some of the links working):

Invisible Furniture
Lean on Railings
Maritime Paintings
Modular Kitchen
Rusty Workshop Vault Furniture
