An NPC spawns ("Is Hired") to man them after built and can have their outfits changed, but regular settlers cannot use them. ...I could have made them available for settlers to use, but I honestly and completely just lost the interest in doing that part (or, really, anything else with them), so it probably won't happen. C'est la vie.
If you want to find a few to fight to test it out:

Amongst other places, thereâs a few Gunner ones at Vault 95, and one in Slocumâs Joe HQ Office, and a few at Outpost Zimoji (Though I donât like those, theyâre are too easy to be attacked and taken out from behind so may remove them at some point). But yeah, several other places.
When I was playing on XBox, this is a mod I always wanted, but never got uploaded. I only recently got a PC good enough to run Fallout with a bunch of mods, and it just didn't occur to me to look for it. Thank you so much. Even though you released this years ago, thank you.
Did you use the unused minigun turret for this or did you create this from scratch? (I had tons of issues using the unused leftover and never got it to work with or without scripts)
The turret is literally a vertibird with 98% cut out. So, an actor with just the veribird’s minigun bits and and a tripod mesh in the skeleton (or maybe the tripod was an arma, I don’t remember) and the person is just riding in Gunner position.
Like you, I also could never get the ‘cut content’ Minigun activator working as it would always split apart when manned by an npc. Solved most everything else but that, the ‘I’m holding the handles’ anim (for anyone but the player).
I give you, Zorkaz, permission to use whatever from this mod and give us credit as reference or use, if you like (though I’d love it if it was an addon patch mastered to this, it’s not absolutely necessary…especially if you don’t actually use anything from it). (though I’m sure you can achieve on your own also, knowing the fantastic mods you’ve made, heh) I’m sure you’re also quite capable of making them assignable, which I never got around to doing, too.
So, in that way, I’m pretty sure you could get very close to what the ‘cut content’s concept of ‘go do that, Ms. Settler NPC’ that I’m guessing you’re going for.
Yes, it is probably possible. I give permission for anyone to make an addon patch for this mod, mastered to it and posted on Nexus, if they wish to do new guns/tripod versions.
There is a compatibility issue with Increased Build Limit Enhanced 4K (https://www.nexusmods.com/fallout4/mods/13779?tab=description). Something prevents using the upgrade function provided with that mod on Outpost Zimonja and I presume any other settlements that you placed miniguns at. Even disabling it during my playthrough prevents me from expanding the limit but starting a fresh play through, I am able to expand its size limit appropriately. I like the aesthetic of having the placeable guard on a minigun but the increased limit is more important.
That's too bad, but I'd agree about the build limit being more helpful.
On a plus side, it'd likely be pretty easy for you (or someone else) to just go ahead and remove the cell edits using FO4Edit. Wiping the whole cell from this mod should clear everytning and allow the build limit mod to function as intended.
If you didn't alread, can try maybe moving this one above the build limit mod in load order...never know, tat might do the trick (I don't know the specific mod you mean, as I made my own limit mod, so only a guess).
Anywho, even if not sticking with it, thanks for checking the mod out.

Also, if anyone would like placeable Minigun Turrets for the player character to use, those can be found here:
APC and Tank Turrets - They really shoot

You with your C.A.M.P. mod and Shadow with that fantastic NCR Desert Raven Armor getting all teh downloads, I was feeling behind!
...though, I probably could have let his one percolate a bit more...anh, 'side-project-mod is side-project-mod', hah!
Would you ever consider coming back to this mod for any reason?
Well nice mod bro.. (;

Would it be possible, though, to use this mod and alter the tripod and replace the main gun with something else?
LIke... an MG-42?
