          I am glad to report I still am running ENB and hope my fix/ workaround can help anyone with this issue on any runtime.
Aside from the ENB ini edits I brought Reshade in to get visuals closer to the look of the Rudy ENB preset before the edits.
As seen from the video and pictures there is a quality tradeoff, but my testing was worth it, and can now start my new playthrough.

The ini changes. (Refer to the video and or see below)

Normal Mapping Shadows - false (removed black hair flicker in testing)
Image Based Lighting - false (fixes tone difference between hair and hairlines)

SecondaryRemoves dark hairline (Comes at a quality trade-off, I leave these on)
enbseries.ini
Ambient Occlusion - false (Make sure to turn on in Skyrim Prefs.)
Detailed Shadow - false (Causes a dark shadow at the hairline, worsened if paired with ENB's AO)
Included in the download are my ENB .ini files and Reshade preset.

Note - I would just use the files as a reference unless you are using the same mods.

Greetings Fellow Adventurers,

       As some of you, I recently jumped back into the game to try out out all the fancy new content that before the anniversary edition was simply too rich for my blood to buy from the creation club. Once secured a compatible mod list I started playing. Sadly this awful glitch appeared either by coincidence or as a result of the update. I looked into the issue and turns it is not new and has popped up from time to time on this or that thread. Some came up with changing turning off the black hair fix which made it a little bit more visible but at the cost of gaining of course the black hair flicker (The one the fix was intended for). Further investigation revealed the community had transparency fixes for ks hair and whatnot. Maybe the old models are just too low poly or outdated alpha blending that the ENB doesn't even see as hair anymore. These fixes though involved messing with the hairline models they were the affected model/ .nif files. I began adjusting the alpha flags and threshold held within the .nif file. The adjustments made visual changes but made almost no difference in visibility. Next, I was on to Normal maps, tweaking or attempting to cob job a new one from the diffused texture. This also resulted in failure. Two options remained, somehow tweak the ENB to get back complete visibility at a minimal or at least tolerable quality hit. The other option would be having to remove it and all mods associated with it.
