I created parallax textures for Riften in High Definition Includes built in support for ELFX, SMIM, Skyrim Particle Patch, Unofficial Material Fixes, and USSEP so just let these meshes win.

I also enabled parallax on the required meshes via the Nif Patch Processing Parallax scripts by Spongeman131
