I have created parallax textures for Frankly HD Dwemer Ruin Expansion and Dwemer Pipework Reworked.  Includes built in support for ELFX, SMIM, Unofficial Material Fix and Dwemer Floor Footsteps fix so just let these meshes win.

I also enabled parallax on the required meshes via the Nif Patch Processing Parallax scripts by Spongeman131

Instructions:

1.) Install SSE Parallax Shader Fix and Better Dynamic Snow 2.11

2.) Install Frankly HD Markarth - The White City Redux 

3.) Install Frankly HD Dwemer Ruin Expansion

4.) Install Dwemer Pipework Reworked / Otherwise just download Frankly HD Dwemer Ruin Expansion Parallax and skip step 5 & 6

5.) Install Frankly HD Dwemer Ruin Expansion and Pipework Parallax

6.) (Optional) Install Dwemer Pipework Reworked - Underground Patch if you prefer the Underground metal textures!  If you opt to this, you should move Dwemer Pipework Reworked above Frankly's HD Dwemer Ruin Expansion so that Franky's expansion overwrites the Dwemer Pipework textures.
