Preface
There are several really cool mods here on the nexus that add reasons to explore underwater,
some that add treasure, - Underwater Treasure SSE
some that add sights to see, - Depths of Skyrim
and some that add terrible beasties to slay. - Sea of Spirits

The problem with all of that is that the beasties tend to be the ones who slay you unless you have some way to defend yourself. There are a few mods that add the ability to use melee weapons and spells underwater, and that's certainly one way to go, but I've gone another. I can't say I've ever tried to swing a mace underwater irl, but I have to assume it's not very effective. So that leaves us with spells. There is only one mod that already did this, as far as I could find, and it's what inspired me to make this, so I'm obligated to link it. - Underwater Blast Spell

Edit: I just realized my mod has the same abbreviation as the United States Postal Service. Sure hope it doesn't lead to any confusion..

Features
This mod adds in three different intensities of a pulse spell that damages and paralyzes enemies in a small radius around you. This spell is implemented as a lesser power, to let you use it while swimming, but still benefits from Destruction school perks and discounts. 

Also, be warned that you can *only* use this spell underwater. If you cast it while breathing air then it will drain your magicka but have no other effect.

Novice spell: Electricus - Cost 80/40 with perk - 12 damage pulse - 2 second stun
Adept spell: Varii - Cost 140/70 with perk - 25 damage pulse - 1 second stun
Master spell: Voltai - Cost 180/90 with perk - 40 damage pulse - 2 second stun

Farengar stocks all three, because he's my boi, and also because I wasn't really sure how to add them to the levelled list.

Oh, and this file is an esp flagged as an esl, so it won't hurt your load order.

And in case you nerds didn't know, I named these spells after the three different kinds of electric eel.

How it's made
Basically I just duplicated lightning cloak and the effect it linked to, and the effect that that linked to. I changed the duration to one single second and removed the taper, then added a second effect of Mass Paralysis, and removed all the visuals from that, so it still just looks like the enemies are stunned from the shock. Mass Paralysis *is* a master rank spell, but with the extremely short duration, fairly high cost, and 'must be swimming' limitation I don't really think it's OP. I could be wrong. We'll see.

Still reading, eh? I guess we know each other well enough now for me to admit that I really have no idea what I'm doing here. Before this I had never used SSEEdit for anything more complicated than forwarding changes from one mod to another. This probably would have been easier to make if I watched a guide or something, but... I didn't. I made this purely through trial and error, and periodically launching the game to see what affect things had. That said, it is working perfectly as far as I can tell, but I'm considering this to be in beta until I've used it for a while longer to see if there are any egregious errors that I simply don't know enough to look for. 

Having said all this, I am absolutely looking for any feedback you crazy kids might have. If you think I should adjust the damage, stun, or cost, or if you notice anything that isn't working quite right, I'd be grateful if you let me know. :)

Compatibility
I have no idea. I only duplicated assets from the base game .esm to make this, so I assume it should work with most things? Though I'd still expect it to be independent of other mods. Basically what I'm saying is I doubt you'll get a discount on your spells if you use a perk replacer mod like Ordinator, but that's something I'll be looking into making a patch for soon as I figure out how to do that.
