removed ActorTypeUndead from getting restoration perks
made named npcs who dont level with the player to get a chance to get some of the 10 skill level perks that increase something with 25%. those npcs dont get perks normally anymore so it had to be done.
changed to the 5.0 format. be advised that npcs who can level with the player will likely get more perks than what they got in previous versions.

drastically reduced the change of some not so popular perks, also reduced inspire to the same amount since it could have a negative effect in testing.

excluded the greybeard faction from getting perks (NoMalarkey reported on the adamant mod having issues while doing way of the voice quest) and it doesnt really matter wether they have perks or not. remade the odin and mysticism files, they were poorly made and didnt even do their jobs properly. updated and added more follower files.

removed mocking blow from the block perk files since it seemed to be causing ctds. thanks again to Felipegl for the work he have done

fixed the lines Felipegl reported. reduced the perks TwilightWarrior mentioned in his comment to 10%. reduced to chance for Hethoth's Escape and Warmaster perks to 50% lower chance than the other perks in the ini files. thank you to the people who gave negative feedback of these perks.
fixed the issues with the follower files. all the 214 perks gets properly distributed now. thank again to Felipegl
the percentage is how big of a chance that each available perk is gonna be distributed to npcs that have high enough level in a skill (one handed, light armour, etc)

installation
download the mod and install with your favorite mod manager. if you download one of the optional files, just click on merge/overwrite if your mod manager ask you.
compatibility and limitations:
There seems to be a problem with the perk breaching shot which makes npcs get the perk if the player has the perk. Borgut1337 made a mod which should solve this issue.
should affect all npcs from the main game and mods.
named npcs who level with the player will get more perks the higher level the player is.
should work fine with the odin and mysticism patches. there is like 2 new perks who wont be distributed in each patch, the rest is just modified existing perks that this mod distributes.
installation: just download with manager and enable the mod in your mod manager.
