This mod is not maintained anymore.
I suggest using Skyrim Outfit System SE Revived. I haven't tried it but it does seem to support custom outfits for NPCs, location based armor swaps, etc.
I hope you enjoyed this one while it lasted! Will keep the mod page up if for some bizarre reason you prefer it over the alternatives.
I'm aware that the latest version doesn't work on AE. Sadly I lost the source code so that version can't come back. But I built an old version that works with AE, the first one, and published it under Misc files. Please keep in mind that's a very old version without any of the bugfixes or additions I made over time. It works (well the initial upload didn't, but I updated it). That version is completely unsupported so I wont be fixing bugs or making improvements. Use at your own risk.

To use it just run 'help cosmetic' and then 'player.additem xx000D62 1'.
An item called [Cosmetic Override] will appear in your armor inventory. Equip or un-equip it to make a container appear, then move there the items you want to equip cosmetically. You can change them or retrieve them at any time.
All the stats, enchantments and enabled perks from the armor you have equipped in your inventory will remain active. The stats coming from the cosmetic items will be ignored.
I don't recommend uninstalling the mod if you value the cosmetic items and you haven't removed them from the container.

Add a console command to toggle cosmetic armor visibility even if you have [Cosmetic Override] equipped
Add a console command to open the cosmetic container
Try to find a good non-hacky fix for SkyrimSouls compatibility. It kind of works now, but you have to close the equipment menu very fast for the container to appear.
