I've released my version of how I like Nissa Revane to look in my Skyrim SE. If you want the receipe for her outfit just ask and I'll tell you how I assembled it. She is a Bosmer but will probably work as an Altmer as well. Any other race won't look right. Because of the requirements I have listed for all of my mods there is some conflict with the ears on elves but there is a work around. If you want Goam's Ears then set the RM elven ears to the lowest setting (meaning least visible) on the Head tab and move the length slider on the head tab to the shortest length. If you want the Racemenu elven ears then set Goams ears to the middle on the beard slider in the hair tab (that makes them not visible) and adjust the Racemenu elven ears on the head tab accordingly. By default Nissas setting favors Goams elven ears and should look fine but if it doesn't let me know and I will assist you in rectifying it. I've included a list of recommended mods to use alongside my required ones if your looking to achieve my exact look.
