The thing is, that I really dont have the time to search for other mods which are also using the weapons.ymt file to merge my stuff to it. That would require that I frequently check all the other mods for updates to maintain the file and release an updated version of it also. Even just creating euphoria stuff is extreme time consuming. Increase the work in addition to that is impossible for me. At the moment, I even dont have much time to work on updates to improve things. I hope you understand that.
The only reason why C.E.R.R is compatible to RDOFF is, because C.E.R.R uses a modificated version of the weapons.ymt from RDOFF.
But I expressly allow and warmly welcome other mod creators or users to use my weapons.ymt file to merge their stuff with it to make it compatible to C.E.R.R!

Yes, you need to install this mod on LML AND replace the RDOFF files. Just copy the red_dead_offline folder from C.E.R.R over the original in you lml folder.
There are just two modded files for RDOFF (weapons.ymt and weapon_revolver_navy.ymt) which you need to copy over the original files from RDOFF to get all the detailed weapon and ammo reactions from C.E.R.R. You will also find a "backup" folder with the original vanilla RDOFF files inside, in case you need/want to restore them.

Unfortunately that was a precaned animation which was called by script. RDR1 was much more detailed when it comes to bullet reactions on NPCs. Normaly people complaining if devs are re using things from previous games. But with RDR2, I really would have whished which that R* would have simply reused the whole ragdoll configuration from RDR1 with all its scripted mechanics. It was a perfect mix of realism, exaggeration from classic western movies, extreme authentic motions and brutality. Related to ragdolls, RDR2 feels like its the pre alpha version of RDR1.
A look into the vanilla configuration file confirms that. All that configurations for the shooting mechanics are hard restricted and all the complex parameters which would lead to impressive ragdoll behaviours are simply not existing. Balancing is also hard restricted. The configuration forces a NPC to fall down after mostly 0 - 3 small steps in a single direction (multidirectional balancing with body turn and sidesteps are also possible, look at RDR1). Also R* used the Euphoria engine (which is ment to create diversified and unique moments) to create behaviours which are extreme limited and restricted. This is resulting in repeating mostly 1:1 behaviours like headshot, shotgun kills, legshots and so on. This is affecting mostly everything.
The Rockstar Games developers could have saved themselves the work of developing a worse technique. They should have just taken everything from RDR1. Gunfights would be 900% more fun and nobody would have complained. Likewise, C.E.R.R would not have been necessary.
edit: just copy the red_dead_offline folder from C.E.R.R over the original red_dead_offline folder. Also go to the .ini file from pdo and search for "EuphoriaModInstalled" and set it from 0 to 1.

edit: I didn't read the description, the mod already compatible with red dead offline and PDO

That should not be a problem.
C.E.R.R is using just three files:
- physicstasks.ymt
- weapons.ymt
- explosion.ymt
As long as your other mods wont use one of these files, they should work fine with C.E.R.R :)
