    Just re-paking to ensure compatibility with the current game version. (Also removed some references to deprecated files in the .lua)

    Still compatible with NMS version 4.70

    Is there "ANY" way to make it such that there is only a  0.0000001 for simple plant life, and a 0.0000000001 chance for complex animal life?

    IE: virtually ALL planets are lifeless, (we can RP there is bacteria on planets with atmosphere).

    And NO sentinels  EXCEPT on that complex animal life planet?

    And NO tech on ANY planets  EXCEPT that ultra rare complex life planet?

    You know, sorta like this Universe seams to be (so far)?

    This game is UTTERLY immersion destroying with life on most planets.

    I get it's to skill make money but yikes!!!!

    I am following this mod in case you respond.

      I would guess that most of those changes could be possible through mods, although currently many mods are not updated for the latest game version (Outlaw update), for at least the next several days while modding tools are being updated.

      I haven't tried these myself, but these mods may have some features related to what you're looking for:
      And once the modding tools are updated you may even be able to tweak some of the values for those mods (by editing the numbers in the .lua files for them) to be even more extreme.

      In the meantime, there may be a partial workaround using the vanilla game (spoilers for the end of the main story questline):

      I believe being in a Dead Galaxy type can make Dead planets much more common (you can choose which type of Galaxy you are in by visiting the Galaxy Core, or completing the main story quest)

      I hold onto the exact same mindset so I too get frustrated when my immersion breaks due to the fact that nearly all planets have life, advanced space-faring civilizations filled almost every planet with colonies&outposts and the planets do not revolve around the star but are gathered in one place. Nevertheless No Man Sky is the best and basically the only decent space-exploration simulator so far, in the end Im thankful we'got what we have.

      Back to the topic. This would be a bad idea. I played with Planet Converter Mod and turned half of all planets into Dead ones. Just with the half I noticed just how lacking, empty and similar the planets' landscapes and features became. Unlike the ones with life, dead planets are the same - featureless moonlike rocky deserts. NMS just dont have the tools to make the most abundant type of worlds in the actual universe interesting so you'll just handicap your experience by trying to enforce it. There is a mod Exosolar's Deadzone but it makes them way too weird just for the sake of appeal.
