Overview:
Man this place is bare as fuck. I never really noticed how plain and bare bones everything looked until I looked at
New Vegas Suburban Overhaul and Simple Freeside Overhaul They add little details and make the places feel more alive without overdoing it check them out if you haven't already.
My take on Westside, walking around I noticed it could use some details too I added more of everything to buildings with vents, pipes, posters, graffiti, litter, windows, fire escapes, some classic fallout references around and roof top clutter giving it a more lively feel where people don't just sleep outside on the floor and farm. No NPCs were added other mods already cover that.
Also used PCNV - Open Westside to make an open cluttered version.
Like with ANY location mod:
DO NOT INSTALL/UNINSTALL MIDPLAYTHROUGH.

TLD patch moves NPCs to the outside worldspace
Eliza moves 1 NPC and an entrance to the right place
