This mod is ideal for those who have big modlists, with lots of new contents, such as Tamriel Rebuilt, Skyrim Home of the Nords, Province Cyrodiil, Wyrmhaven, The Doors of Oblivion, Havish, etc. The purpose of it is to avoid the character becoming overpowered too early, because than it would be hard to fully enjoy all those new contents. This way your character progression and game difficulty feel much more in line with the size of your expanded modded game. You DON'T ACTUALLY NEED to have Tamriel Rebuilt or any of the mods mentioned above. You can even add it to a vanilla installation, if you just want to take it very slow, but of course it gives its best if you have a lot of extra contents to play.
How does it work? This simple little plugin slows the skill leveling speeds, and so of course also the character leveling speed in its totality, by 1/2 (halved). All vanilla ratios have been mantained. Also, in order to keep the gameplay balanced and consistent, I tweaked the skill training costs, increasing them by x2.3 (EDIT: now it's x2).
So, in a nutshell, now you'll have:
skill leveling speeds -> 1/2 skill training costs -> x2
The mod has been already cleaned. No need to clean it. Just install and play.
