Yes Transfer Settlements does work in Fallout London, you do need to spawn in the Transfer Settlements Holodisk and the easiest way to do that is to use DavesMods ESP-ESL Explorer (Once Installed the Default Hotkey is F10) from Fallout 4 that also works in Fallout London.
Also Conquest to make a settlement anywhere WILL work in Fallout London but it is a little tricky as using the ESP Explorer to get the Action: Campsite Item won't activate the Mod in your Game, it needs to be injected. It will need the Cheat Terminal Mod from Fallout 4 to be installed. I did find with some mods such as Build Your Own Pool If you get the activation item from the ESP Explorer then drop it on the ground and pick it back up it will sometimes Trigger the activation.
Step 1. Download the Conquest Mod Manually, you will need to unpack the files to an empty Data Folder then repack the Data Folder (I named mine ConquestFaldon.7z ) or your Mod Manager won't install it properly
Step 2. Use Vortex, NMM or Mod Organizer to Install the Updated Pack File like normal
Step 3. Use Cheat Terminal's Go To Location Feature to set a Custom Location for your current location on the Fallout London Map (Otherwise the next step will get you stuck in the Exterior of GoodNeighbor)
Step 4. Use "coc GoodneighborExt03" without Quotes in the command Prompt. This will take you to the GoodneighborExt03 location and load the Conquest Action and Readme files into your save game. (Without Loading into a Fallout 4 Cell it won't Inject it into your Game)
Step 5. Use Cheat Terminal's Go To Location Feature again to return to your original location.
The "Action: Campsite" item should now be in your AID section and will work!
Also Save OFTEN! I do CTD Regularly but then I currently have 92 Active mods in Vortex running in Fallout London (Yes I AM a Mod Nut! lol)
That's what I'm wondering. Going to wait a bit for feedback to show up here before I attempt this myself. Settlements are already so... quirky in base FOL.
TS team member here. We hinted (announced) in the dev updates there will be full support for the FOLON settlements in the upcoming Transfer Settlements release.
PS. Thank you Caladon for the NMM Transfer Settlements Blueprint Installer, I still use it and customized it to cover the 100 slots TS offers nowadays. Funny you are not using your nifty Automatic Blueprint Slot Selector here yourself.
To Be Honest, I should have but this really was more of a WOW It Really WORKS! moment so threw it up as quick as possible more as an Advert for TS and Conquest as 2 of my all time Favorite Mods lol
I did update my Installer to 100 and uploaded a new version of this Blueprint. Had to relearn how to edit it, it had been 7 years since I messed with the installer lol
London Bridge Expanded has a few problems, for example references to the wrong master etc, that the author has been made aware of, but has failed to address so far for multiple weeks. While there is no guarantee that those will lead to real problems in the game, they have the potential to break your game. I have uploaded a temporary esl, in the optional files of my mod, that fixes those wrong references until the original author updates his mod. You might want to use that, just to be safe.

Regarding MO2 and the custom visual blueprints. You might want to take a peek there.
(Relearn how to edit it? Took me one or two minutes in notepad++ with the ModuleConfig.xml)
