Interior patches work with Lightweight Lighting Extended (LLE) they will keep some changes (saturation, contrast, DoF) from original LL in interiors. If you use Exterior patch you will have weather changes from original LL and not LLE.
Btw, I sorta made a patch that combines Near Fog Zero tweak with this one, for exterior, in fo4edit.

How does the exterior patch work? Does it make the day brighter too? I never really noticed outdoors being all that much darker from vanilla aside from the pitch black nights
Thank you! how should i replace the bright red lightning that is found in many Fallout 4 places ? like inside Kendell Hospital for example. The best part for me about Fallout 3 lightning is that it is mostly dim blue in color, neither too bright or too dark, and does not causes stress over my eyes. The red lightening in Fallout 4 however, looks very ugly and very shiny. What color/lightning scheme etc. would be best for me to achieve the same old soft dim look ?
You would need to change all the color values per imagespace and there is lot of them. I am no expert on this, try ask on discord.
Did you try different ENB like this one https://www.nexusmods.com/fallout4/mods/37580/ ? Is faster way to achieve what you want, without editing so many records.
Finally fixed that painfully extreme shiny interior lightening by manually shutting EVERY light off in creation kit!!!
Guess i will never be able to go back to vanilla Fallout 4, ever again. Thank you Bugesda. Because of you, even the most laziest wastelanders like me are fixing so many of your errors for our immersion, that you could have fixed yourself(like, seriously....). Anyway, at this pace, i will actually be able to revive Fallout 3 in the Commonwealth afterall. Now i am moving onto exterior lightening. Thanks again for all your help and guidance.
Thankfully Fo4Edit reports no errors (yet) for this new plugin i made. I have read Fallout 4 can be quite difficult when we remove anything from it. I just disabled all the lights so i was kind of unsure if this would work. But for now, seeing as it just works, i will test it further, along with my imminent exterior edits for at least this month before any online uploads etc.
Hey, would you be able to check and be sure the 60% exterior patch isn't identical to the vanilla exterior patch? I've taken screenshots of exteriors with the 25, 40, 60, and vanilla versions of your patches, in exterior locations, and they all look different, except the "60%" and "vanilla" variations. To my eye, the 60% and "vanilla" versions look identical, so maybe the 60% isn't actually 60%?
Oh, and I'll add that I definitely notice a difference in interiors between the 60% and vanilla setting, just not in exteriors.

i second this v1.2 no change in exterior for the tweaked version need a 60 percent version i think for both 40 percent still really dark interior going to the vanilla is way to far and makes the mod pointless... plus cant stand the look of the polluted weather and it runs way to often
My Vanilla changes only adjust brightness, you still have all other changes from LL like colors, fog, lightning etc. I will add description on mod page.
LL does not change polluted weather is all vanilla fallout 4. Only change it does is exchange radstorms in some area for polluted weather. You still have big pool of other weathers in every region. Most like you have some other mod that causes it.
