"I'm sorry, you want to turn my garden into a what?"
Salvador blinked slowly at the Chief. "...An outpost," he repeated.
"But--" From her seat at the head of the table, the Chief struggled to find words. "The boxwoods! Do you know how hard it was to smuggle boxwoods out of the Institute?"
"I'm sure you had to bat your eyelashes real hard," Aiden drawled from across the room.
"Red Rocket is at a strategic position," Salvador said. "Converting your...garden to an outpost ensures the protection of Abernathy--"
"Your northern 'breadbasket,'" Lupe chimed in. "That's what you called it, right?"
"I...I did," the Chief said.
"And Sanctuary Hills--" Salvador said.
"Which," Jake interrupted. "Apart from the sentimental value, provides a lotta services to the region. I mean, the hospital alone is worth defending."
"Which is why Sanctuary has laser canons." The Chief jabbed her pointer finger into the polished mahogany conference table, enunciating each word. Clearly, she was bristled. "Why not just convert Sanctuary?"
"Well, we could..." Lupe said. "...But we'd lose a lot of scrap production."
"...Right...well..." The Chief looked around the room at each of the Departments Heads. Her long, manicured nails drummed uneasily on the table, before, finally, she sighed in defeat. "Fine. Do it. But, on one condition."
The Department Heads waited to hear her ultimatum. Whatever it was clearly had to be of some importance...otherwise, why would she make such a big deal about it?
"We're keeping the plants," she announced. "And the fountain!"
There was a long pause. Each Department Head processed the ultimatum she'd given...with varying degrees of confusion. Boxwoods? That was the hill she was going to die on? Boxwoods? During a war?
Finally, Salvador spoke up. "I'll...inform the construction team. I believe that concludes this meeting."
As the meeting adjourned and the Department Heads began to file out, they could overhear the Chief whispering furiously to Jake. "I swear, it's like no one appreciates good landscaping these days."

You need to convert settlements to outposts using the War Planner’s Desk to access Outpost plans. The War Planner’s Desk is unlocked in Chapter 3. After converting the settlement to an outpost, select the outpost plan from the city planner’s desk.
