Handheld Geiger Counter

Description

===============
Adds a standalone handheld Geiger counter that shows you how much rad dmg you took the last second. The mod also disables the vanilla Geiger counter sound and plays a copy when you have the counter equipped (so any sound replacer mod will work and is actually recommended).
This means that you can walk past a rad hazard without the counter and it won't make a noise, but if you want to know the rads then you can find out.

I have some ideas to expand the mod, but I'm not going to before there's more use cases for the counter. Currently Bethesda has made rad hazards very easy to spot without the tool, so it's just for immersion. However I'm looking into ways to make it more useful.

There is some soft requirements that the mod has been made for including:

Practical info
===============
There are two different types that can be crafted at a chem station; handheld or belt fastened.
The belt fastened just enables you to hear the Geiger sound passively and does not occupy any slot and does not change your appearance.
The counter has a lag og 1s as it's taking readings.

Since this mod uses the same principles as the Casio Watch, it replaces textures once every second, which can be taxing for some systems.
