What Is This Mod?
This mod uses DefaltTheFixer's latest 4.x version of Gunner Outfit Pack (GOP), a modder's resource that provides new gunner outfits, and integrates them seamlessly into the game, striving for gameplay balance and thematic consistency. The original, vanilla FO4 gunner outfits are completely replaced with the new ones.

Aren't There Already Other Mods That Do This?
Yes, but I wanted to create my own that focused on achieving the following goals:
  • Compatibility and simplicity. This mod assembles outfits and combinations of outfits in a series of custom leveled lists, but it does not directly modify NPC records or introduce new kinds of NPCs. If you're looking for more of a systematic overhaul of the Gunner faction itself, see the excellent Gunner Outfit Pack - NPC Leveled List Integration by creodron (currently built off 3.0 version of GOP).
  • Variety and thematic consistency. Using the latest 4.x version of GOP, this mod assembles and distributes as many outfit combinations as possible. I've also put a lot of effort into ensuring that each outfit spawns with thematic consistency in mind. For example, you won't see Lieutenant fatigues spawning on a Sergeant, and a Medic will have a chance of using a Medic's backpack but not an Engineer's backpack.
  • Gameplay balance. I've taken many different elements into consideration to ensure that the various outfits and items, which have vastly different stats, are distributed in a balanced, measured approach as the game progresses. In addition, I've made some minor balance tweaks to GOP itself: I removed the gunner trunk from Gunners Plaza, I modified the scrap recipe so you won't get a mountain of extremely valuable resources when scrapping a GOP item, and I removed all GOP items from the Chemistry workbench, which had each listed at a cost of only 1 cloth.

What Kinds of Gunners Are There in FO4?
Our friendly neighborhood vanilla FO4 gunners come in 11 varieties, spanning everything from the nondescript level 8 "Gunner" to the level 94 "Gunner Brigadier." You can read all about the Gunner faction on the Fallout wiki page. Each gunner has a defined level, which determines when they start appearing in-game (among other things). My mod doesn't touch any of this.

How Does Vanilla FO4 Distribute Outfits to the Different Kinds of Gunners?
FO4 chooses outfits for gunners through a complex series of "leveled lists" (LVLI records) that pull from different categories of armors at different player levels. For example, once you hit level 20, a gunner that references the "Outfit_Gunner" leveled list would be equipped with combat armor. However, the game uses a mechanic called "encounter zones" (EZs) to ensure NPC variety in a given location, preventing all NPCs from being identical because your player character (PC) happens to be a certain level. This means that if you walk into a location with a level 75 character, you may still see some very low-level gunners (with low-level armor) in addition to high ones.

How Does This Mod Distribute Outfits to the Gunners?
My goal is to mostly stay in line with how vanilla FO4 distributes outfits as this allows for greater simplicity and compatibility. However, given the vastly expanded types of gunner outfits introduced by GOP, I've created my own tiers of leveled lists for the gunners. I've categorized all outfits into one of three "ranks" based on Armor Rating (AR): AR refers to the most basic kind of armor rating, which is defense against ballistic damage.

Rank 1 includes outfits with an AR of 0-10. This rank is set to Level 1.

In addition to the "base" outfit assigned to a spawned Gunner, my leveled lists assign the following additional gear to accompany the outfit:
  • A piece of random headgear
  • A random backpack (10% chance)
  • A random Kevlar vest (25% chance) if it's one of 8 outfits that can support the vest (more on that later).
First and foremost, I add a piece of random headgear with each outfit unless the outfit already has a piece of headgear built into it or I've already paired the outfit to include a matching helmet (e.g., Gunner Heavy outfit with one of the Heavy helmet variants). The leveled lists choose the piece of headgear randomly from one of three categories: baseball caps (26 varieties), helmets (45 varieties), and miscellaneous headgear (29 varieties).

Second, all outfits without a built-in backpack include a 10% chance of getting a random backpack (9 basic varieties). Backpacks have powerful bonuses, so I don't want them showing up on every single NPC for gameplay balance reasons. Also, outfits with thematically matching backpacks spawn with a 50% chance of getting those backpacks. The exception are the spec ops outfits, which have a 25% chance of spawning with one of two varieties of spec ops backpacks.

Third, Defalt's mod includes several varieties of Kevlar vests. These use the "41 - Torso" biped slot, which is already used by almost all of the other outfits already. (Each piece of clothing or armor consumes a "biped slot," and you cannot have two pieces of armor use the same biped slot.) However, there are 8 basic Rank 1 outfits that do not use the "41" biped slot, so I've given each of those outfits a 25% chance to spawn with one of the 5 types of Kevlar vests.

Did You Include Absolutely Everything from Defalt's Amazing GOP?!?
Nope, but almost everything.

I did not integrate the various combat fatigues named by rank (e.g., Sergeant Combat Fatigues), the General's Uniform, or the material swaps for Gunner-styled paint jobs on power armor. I mainly choose not to use these due to technical challenges associated with trying to assign a given armor/outfit to only one kind of NPC (such as trying to make sure only sergeants wear the sergeant combat fatigues) or otherwise just being out-of-scope for this mod (power armor modifications).

I fully integrated absolutely everything else.

How Do I Install This Mod?
Simple: Install the latest 4.x version of Gunner Outfit Pack (may want the optional file there too), then install this mod after it.

Compatibility
This mod is fully compatible with any and all weapon mods, as it doesn't touch weapon records or leveled lists for weapons.

If you wish to restore the ability to craft the Gunner outfits at the Chem workbench, this mod is fully compatible with Gunner Outfit Pack - Lively's Crafting Tweaks for the main file Crafting Patch for GOP - Vanilla. Lively's mod offers immersive recipes for all the Gunner outfits and items; it also requires clearing out the Gunner's Plaza to access the recipes. Just install and place after my mod so Lively's crafting tweaks overwrite and win all conflicts.

This mod is incompatible with other mods that change the outfit records used by the gunner faction or unique gunner NPCs (e.g., Gunner Bridget). This mod is also incompatible with other mods that make changes to the NPC record of Gunner Winlock, which I had to modify in order to apply a new gunner outfit.

Defalt's Gunner Outfit Pack 4.x is made with the vanilla body in mind. As a result, it's incompatible with alternate body types unless someone has created a patch. For CBBE users, melius638 has posted Gunner Outfit Pack Unibody CBBE Bodyslide Conversion.
