The "Unique Gunner NPCs" update! Adds GOP outfits to unique Gunner NPCs in the Commonwealth.
Adjusted outfit for Gunner Barnes to the "Gunner Broker" outfit paired with a gunner beret instead of my previous outfit changes (a heavy Spec Ops outfit--not sure why I did that, lol)
Created a new outfit record for Gunner Winlock, using the "Gunner Contractor Outfit V2." Altered the NPC record for Winlock to use the new outfit and bring the NPC record in line with the same template actor configuration as Gunner Barnes (neccesary in order for new outfit to show up)

Overhauled implementation of GOP backpacks
Backpacks previously provided +80, +100, or +150 carry capacity, which I felt was too generous. In addition, you'd likely ditch all other backpacks once you quickly found the best one (i.e., +150 carry capacity). I've now reduced the backpacks' carrying capacity increases to +50 on all models except for the Spec Ops backpacks where its +75. The Spec Ops backpack only spawn on end-game Spec Ops outfits (same as before).
Backpacks had no visual indicator in the Pip-Boy showing by how much they were increasing carry capacity. You had to equip them to see the difference in your character's stats. I've now re-implemented the additional carrying capacity through a legendary attachment, so the additional carrying capacity is now clearly indicated in the Pip-Boy and upon picking up the backpack.
I've also tweaked the custom leveled lists to decrease the spawn rate of standalone backpacks. Backpacks now only have a 10% chance of spawning on gunners that can equip a standalone backpack (down from 25%). Spec Ops outfits now have a 25% chance of spawning with a Spec Ops backpack (down from 50%).

Removed an engineer's backpack I was adding to the Engineer's outfit, as that outfit was already using the associated biped slot.
