PLEASE ACTUALLY READ THE README FILE AND MOD DESCRIPTION

Asking basic questions that are not only already answered, but PLASTERED all over the mod and its files wastes not just my time, but yours.
On that note:
A) your question will be ignored
B) your question will be removed
C) you will be banned from access to all of my content
Repeated posts asking already-answered questions will likely also lead to removal of not just the question(s), but also of the ability for the poster to download or even see any of my mods on Nexus.
I already put the effort in to writing the information out clearly and in multiple locations. Being too lazy to bother reading any of them and going right to asking a question that is literally answered an inch above where the question is being written has no excuse.

To summarize: Anyone who asks a question/makes a statement/reports an issue that is already answered in the ReadMe file or clearly noted in the mod description will have their question ignored, outright deleted, and or simply blocked from even being able to see/download any of my mods.

Multiplayer Note:
Keep in mind that this mod does not unlock any official outfits - it only makes outfit appearances available for use while the mod is installed. This is accomplished by disabling all of the official outfits and instead allowing the unrestricted use of custom-configured outfit items for each outfit appearance regardless of how the outfit is normally acquired.
Again, removal of the mod will result in the removal of the custom-configured outfit appearances and the reinstating of normal outfit use behavior and restrictions - you'll go back to having only the outfits you would normally have unlocked.
Clearly outfit usage and what your character looks like is something that is primarily a multiplayer thing - what your character looks like to other people you play with is likely of more importance than in single player mode where you are only seen by you, and then all you really see of your own outfit are your hands on your weapon and while climbing, as well as your stomach and feet when looking, well, at your stomach and feet.
If you intend to play multiplayer with this mod then, just as with the usage of any other mod, anyone you play with would also need to be using the same Data3.pak file as you which contains this mod for all of the outfits to be available for use.
If you are looking to unlock official outfits that do not require a mod to remain installed to use, my Auto-collect All Collectibles mod will give you all official outfits that can be collected via items - the mod could then be uninstalled and those unlocked outfits will remain unlocked for use in open multiplayer without the mod installed.
However, there are many outfits that are not unlocked via item collection and are instead unlocked via gameplay (achievements, reputation, etc.) as well as many requiring a DLC to be owned to acquire and wear. As such outfits are not unlocked via the collection of an item, my All Collectibles mod would not unlock them.
Essentially, if you do not own a DLC or have not performed the in-game requirements to unlock an outfit, a mod that is updated for your game version which unlocks the desired outfits must remain installed that removes those requirements for those outfits to be available for use without restriction.
A word of caution for those new to mod use:
When choosing from similar mods, such as with Dying Light outfit unlock mods, if you choose to use one due to it offering an outfit that is not yet available in other outfit unlock mods, ensure that the chosen mod is updated for your game version before using it. If the mod does not explicitly note that it is updated for and compatible with your game version, you risk encountering crashes in your game that will cause play session progress loss. Also, depending on the mod (which files it changes and how it changes them), you may also risk potentially damaging your save game file irreparably - with the mod installed your game crashes, with it uninstalled your save file will not load. To possibly correct such an issue you would need to downgrade your game version to that of the mod (if it even states what version it is for), which is rarely possible with games. Even then, other issues arise, especially if other mods were in use that were for newer game versions than that of the outdated mod.
Bluntly - Mod Use 101 In Any Game:
- Never use outdated mods unless you accept the risks that doing so carries; crashing, save game damage, missing game elements, strange and broken game behavior and more.
- If a mod does not state that it is compatible with your exact game version, unless the game has never had an update (unlikely as even new games tend to have day 1 updates), assume the mod is out-of-date and do not use it no matter how much you may want what it offers. If you ignore this advice and instead use the out-of-date mod, you accept that what I've warned of may occur.
- If an update is available for your game, wait until all of the mods you use are updated for the new version before updating to it. If you ignore this advice and instead update and continue using the out-of-date mods, you accept that what I've warned of may occur.

I've corrected the error of the Fresh Clothes and Dirty Clothes outfits not being listed from the very start. I'm uploading the fixed WC.176b version now.
However, I tested switching to the Legend Outfits tab and activated the WC GRE Enforcer outfit.
I then logged out to the menu screen and it does show me wearing the GRE Enforcer outfit in third person at the menu.
While in-game I had looked down also and the bits of outfit I can see from first person showed all black and not the basic Juggernaut outfit.
Are you certain you are activating the Legend Tab's WC GRE Enforcer outfit and not the WC Juggernaut (Masked) outfit from the Masked Outfits section?

As I noted in your bug report, the blue versions of the Bozak outfits are down in the WC Unreleased/Disabled Outfits section of the outfits list in-game.
The outfits also work properly in-game when worn, both 1st and 3rd person:
Are the unreleased versions specified as being blue not showing properly for you down in the specified section of the outfit list in-game?
I also include a note in the mod description that the mod also corrects the missing silent footsteps effect on the official "Dragon Ninja" outfit while the mod is installed so that outfit would be consistent with the Ninja outfit's silent moving effect. The mod's version of the "Dragon Ninja" outfit also has this effect on it.
