1. The NCPD doesn't care for a few citizens' death, so it's only natural they don't send reinforcement to the scene for "minor" crimes. NCPD and MaxTac now react differently based on how much eddie they're getting from the district. This stopped them, or slowed them from showing up in a specific district.
2. It also introduced a Sticky Heat System. As a player gain heat level, the law reinforcer can remember you, aggro on you, and reinstate the previous heat level. Night city, Dog Town, and Badlands all have their own independent system, unless you cross the boundary when you're being chased. Wanna get rid of it? Hide and pass time, skip town, you know the drill.
1. NCPD & MaxTac New Behaviors:
In general, Night City is a hotbed of "crime" and NCPD has started to strive for Return on investment (RoI) after privatization in 2076, they just couldn't care for a few hit-and-runs or deaths due to "weapon malfunctions." Though when it is no longer a minor crime, the NCPD will head to the scene based on the district status! (Those poor dudes can't even afford to call the 911 anyway, haha.) Anyhow, the Night City Council has divided the Night City into 6 major districts and 16 sub-districts plus the Badlands outside of its jurisdiction, and this more or less is how the NCPD decides on their actual response.

Westbrook ----------- North Oaks, Japan Town, and Charter Hill
Heywood ------------- Wellsprings, The Glen, and Vista Del Rey

Each of these sub-districts has their own socioeconomic status:
North Oaks has some of the wealthiest residents throughout Night City; Japan town and Charter Hills are home of those who make banks; and City Center is the heart of Night City. These districts, among a few others, have the tightest security to secure the eddie flow from the City to the Corpo. The City does not hesitate to hire MaxTac to eliminate any threats!
Yet, once we exit these wealthy sub-districts, like if we leave Corpo Plaza to Vista Del Rev, and eventually enter Arroyo, we can easily notice the economy of our view deteriorates quickly. NCPD doesn't want to handle crimes in these areas unless it gets ugly. If you see NCPD officers around these districts, they are probably up to their own corrupted businesses for some extra eddies. Of course, since these poor and inconsequential sub-district are still unfortunately a part of the Night City, the mayor
Pacifica is now declared as an "independent district" of Night City, so -- just like the Badlands -- there is just no one to step in for any homicide or mass shootings. The City council isn't counting the deaths there for the official life expectancy statistics anyway!

2. Sticky Heat Level:
This feature was Introduced in 2.0.0 mod version to improve the immersion of the NCPD's "wanted level." To put it in simple words, the law enforcers now remember your crime and can continue to hunt you down if you are spotted in the crowd.

3. Configuration:
With Mod Settings, you can go the the Setting menu down the Game menu and configure the mod. You can set your status for each district, NCPD spawn detail coming on foot or on vehicles, MaxTac spawning requirement, etc. There is a second Mod Setting entry for the Sticky Heat System.
4. Installation:
Just drag the file to the Cyberpunk game folder (*make sure you see the folder r6 before dropping)
5. Uninstallation:
Simply remove the mod and restart the game.
6. Compatibility:
Compatible to most if not all NCPD related mods.
To be precise, check the overlapped functions in mods yourself, or ask if you wanna know (may answer if I'm free.)
My mods:
- Autosave Disabler Plus - Disable autosave during various in-game events
- Flashback Fixer - Allow players to be stronger when fighting in specific scenarios, e.g., in a flashback
- Weapon Conditioning - It introduces condition stats to all weapons and penalty mechanisms due to poor conditions. Believe it or not, I built this to fix the economy system
- Ripperdoc Service Charge - Ripperdoc always gets paid. Also a mod to fix the economy system
- Skillful - It tweaks the pacing of character progression system on skill proficiency, character leveling, perk (point) development, and Cyberware capacity
- Skillful Attributes - It tweaks the attribute leveling system such that attribute level is only granted through skill proficiency development
- NCPD and MaxTac Spawn Tweak - It tweaks NCPD spawning parameters and introduces a Sticky Heat Level with district-base configuration (compatible with all mods that tweak only the NCPD record)
- No Shooting Delay - It removes NPC's hardcoded range weapon firing delay.
