For some reason, the description of the skills changes as indicated in the mod, but I can't evolve them more than allowed by vanilla, for example, Fleet Footed still only has one evolution available. I tried to fix it by uninstalling all the mods, leaving only it and Bootstrap, MenuStrings and ImprovedWhiteHair (NewHairStyles), but it didn't work, I tried installing with TW3MM and manually, and they still didn't work. Have I missed something?

Unless you use Cleardevelop Next Gen Update from Whghost81, which allow you to reset your levels to a defined value of your choice and get this new awesome skills system without resetting your character to zero. I know it is off topic but i cant find mod what remove spend perks restriction in perks tab, i must spend perk point on ability what i dont want, sorry for my bad english
Do you mean "skills"? Because "Perk" mean "Yellow Skill", so that why I was confuse. If so... well there is but it's outdated. I'll add in the list to update.
This mod conflicts with Russian Localization Fixes and I can assume that with other localization fixes mods too. Not in terms of scripts, but in terms of translation. If you don't prioritize the mod over localization fixes, skills descriptions will be vanilla. Maybe this information will be useful to someone.

Russian Localisation Fixes should have high priority by default. It is likely because you have assigned priority to all mods where you shouldn't do. So delete "mods.settings" from Document/The Witcher 3. Don't put priority number unless on Script Merger, their default load order is wrong.
Additionally. There is no Russian translation to the mod and I would prefer I get Russian translation rather than a comment saying "it conflicts with a language mod" where it's likely a user mistake.
No, I didn't assign high priority to all the mods that I shouldn't. Merged files have the highest priority, then some textures mods so that they have a higher priority over HD Reworked Project and only then Russian Localization Fixes. Аfter that I installed this mod and didn't set any priority for it. Skills descriptions were vanilla until I changed the priority and set this mod to higher priority over Russian Localizations Fixes. Only after that, the skills descriptions changed to corrected ones. I will send you the translation and you can test it yourself and see for yourself.

I can't believe I found this mod! I was looking yesterday for a solution to the annoying fact that Sustained Glyphs only takes 2 skill points, but you need 6 points to unlock the next tier for Magic Trap... so you're forced to put a random SP into a sign skill you'll never equip. Well, no more! And to boot, this comment thread alerted me to Cleardevelop as well - just as I was eyeing a mod to make respec potions cheaper in my modded miser economy... Cleardevelop is an even better solution.

Small idea: I found this mod by accident while randomly browsing through your files/mods (since your name shows up in many other mods I care about!). But I couldn't find this easily yesterday, despite looking specifically for a solution to the problem this mod wants to fix. Maybe you could consider adding tags for the skills this mod modifies? Like, I was searching for anything related to Yrden and Sustained Glyphs in particular yesterday, as well as newer (post next gen) skill overhauls. I think everyone should use this mod by default, and if they knew about it and could find it, they probably would.
Nexus have advanced search setting where you can find specific word in the description, instead of the title. I do that for checking if specific mod has specific change.
Oh man, do ALL mods need to be updated for 4.03? I waited for a few months for mods to update to 4.02, and I JUST updated TW3 to 4.02, and all my mods three days ago....
According to Next-Gen Patch Changelog 1.32 vs 4.03. Only Scripts mod have to update. There is only the oil XML file changed, credits csv and a few line in the w3strings. Oh... and some bundle non text files too of course but we don't know which of them.

You have to drop any suffix "mod" inside "Mods" folder, suffix "dlc" inside "DLC" folder, and the Bin to the same "Bin" folder.
I waited for a few months for mods to update to 4.02, and I JUST updated TW3 to 4.02, and all my mods three days ago....
Oh... and some bundle non text files too of course but we don't know which of them.
