Item scaling with no level requirements, but with a balanced and sensible approach. Stats will scale dynamically based on your level and certain items only scale to a certain limit.

Fixed bolt tool tips in crafting menu displaying unnecessary information.
Version 1.4.8
Updated for patch 4.03!
Fixed "+10% Armor" string appearing on Crossbows and Bolts
Added unique sword "Fate" to the list of items that scale to max level
Fixed scaling inconsistencies for New Game Plus items.
Version 1.4.7
Fixed a bug where certain items in the crafting menu would display incorrect stats, particularly in NG+
Fixed certain "grey" quality items not scaling correctly, particularly in NG+
Grey quality items are universally 2% weaker, even at the same level as something of higher quality.
Blue and Yellow quality items are universally 2% stronger, even at the same level as other items of a different quality. The reason for this change is because these items typically have inferior secondary stats and little-to-no upgrade slots, so I wanted to ensure that these items are not completely irrelevant.
Reduced item upscaling per level by 0.02%
All Blue and greater quality items now scale up to a MINIMUM of level 15.
Version 1.4.6
Updated scripts for Game Version 4.01
Fixed a bug where "Armor" text appeared on crossbow tooltips.
Reduced low level upscaling by 0.003% per level
Version 1.4.5
Fixed an issue where Witcher gear was not scaling like I had intended.
Version 1.4.3
Compatibility with "Next Gen Script Fixes" mod.
Version 1.4.2
Updated Russian translation, courtesy of Arkwulf. Credits and link to profile have been added to the main description.
Added Brazilian Portuguese translation, courtesy of unmoth. Credits and link to profile have been added to the main description.
Mod should now merge with Witcher Lore Collection without conflicts.
Mod should now merge with Brothers in Arms without conflicts.
Fixed a potentially undesired behavior with non-unique Relic items found in the open world. Relic items of this kind now have a maximum scaling threshold de-coupled from it's vanilla level, so it no longer matters what level Geralt was when the item was first acquired.
Version 1.4
Fixed a bug where buying/selling items may result in stats changing.
Removed an unnecessary script.
Removed the ability to "drag and drop" socket upgrades on to items with the mouse. Now with this mod, the only way to use them is to select them. That said, I'm almost certain most people use them in this manner anyways.
Changes scaling calculation a bit so that lower level items aren't completely and utterly outclassed along your journey.
Changed interface descriptions and colors to make the scaling mechanics easier to understand.
Items that are level 1 will not show any level-related text.
Version 1.3
Made tooltip UI easier to understand - introduced a couple extra localization strings which may effect translation mods until they are updated. Nothing else has changed.
Version 1.2.6
Missed a line of code pertaining to upgrade sockets while updating scaling for NGP - which is now fixed.
Version 1.2.5
Fixed NGP upscaling. Scaling cap while in NGP mode is 100. In normal mode, the cap is 50.
Version 1.2
Items can now upscale, but within reason.
All crafted items can upscale based on a percentage of their intended level - for example, a lvl 25 sword may only upscale to around lvl 33.
All relic items with an original lvl of 30+ can scale all the way to lvl 50.
Witcher gear scales within 1 lvl of the next upgrade tier for the set. The final upgrade tier can scale all the way to 50.
Unique quest rewards can scale all the way to 50.
User interface has been updated to make it easy to understand which items can upscale.
Starting gear scales up to around lvl 14
I intend on making a separate mod for more “legitimate” Kaer Morhen armor that scales up to 50. You won’t find that here, sorry!
Version 1.1
Instead of being locked until the item's respective level is met, upgrade slots now unlock as you progress. Tooltip will tell you when they'll unlock.
Version 1.0
Initial release.

Mod Summary...
Equip any item, at any level!
Works on old gear you've already acquired!
Works on items added by other mods!
Immersive.
Implementation and UI elements blend seamlessly into the game.
Item scaling!
Items that are normally too high level will scale down to your level.
Items will grow with you as you level up, until reaching their "intended" vanilla level.
Some items like Witcher and Relic gear will scale UP beyond their vanilla level. Not every item scales up, only unique and witcher/relic crafted gear items do this.
Can be installed/uninstalled at any time.
Does not make permanent changes to your save file.
Does not permanently effect items. Completely safe to try and uninstall if you change your mind.
Works immediately!
No "do this to active the mod" sort of stuff.
Ready for Next-Gen!
Yes, this mod is updated to work with CDPR's Next-Gen patch.
Lightweight.
Compatible with a large number of mods!
Mod Details... Upgrade slots:
Upgrade slots will be locked if you're significantly below the level requirement, but will unlock as you get closer to the item's intended level. It is intentional that all upgrade slots become unlocked before actually reaching the item's vanilla level.
IMPORTANT! "Drag and drop" upgrades on top of items (via the mouse) has been disabled!
This has been disabled due to limitations on how it functions. Instead, please press the "use" hotkey/button or double-click the upgrade to apply it to your desired gear. NOTE: This is a non-issue for Gamepad users, since obviously they can't "drag and drop" in the first place.
Up-Scaling:
Item Scaling's max level is 50 for normal mode, and 100 for New Game + mode.
Items can only scale based on a percentage of their vanilla level - thus not completely negating the need/thrill of finding new gear.
Unique quest items will scale up-to max level since they cannot be crafted or acquired more than once.
Witcher Gear will scale to about 1 level within the next upgrade tier. The final upgrade tier will scale to max level.
Relic gear with a vanilla level of 30 or more can scale to the max level.
Info: Language Strings
This mod uses some custom strings. Currently it supports English, Spanish, German, Russian, and Brazilian Portuguese. If you play using another language, the tooltips may not be as informative.
Brazilian Portuguese strings courtesy of unmoth. Thank you!
Note: I give across-the-board permission for anyone to upload language translations of this mod (not the full mod, just the strings!)
Compatibility... NOT compatible with:
Other item scaling mods, for obvious reasons. Even if you manage to successfully merge another item scaling mod, you will likely experience unintended behavior.
This mod does not require any special install/uninstall steps, therefor, I will not go into detail on how those are performed. Please search the web for TW3 modding tutorials if you're having trouble.
