A new mod based off of Expanded Editor was made by Emo Tarquin! Wargroove Expanded Editor 3
It uses the Official Wargroove Modpacker rather than the unofficial Modpacker and includes a few features Expanded Editor lacks such as:
Unlocking hidden commanders
Includes hidden terrain
Includes hidden music
Includes some actions that Expanded Editor is missing

I highly recommend you use their mod instead unless you require the following features:
Exporting/Importing of campaign maps
Star requirements for playing campaign maps
Screen filters for maps
Giving players negative starting gold

A new light-weight version of this mod was created by myself to use along with Emo Tarquin's Expanded Editor 3
You can now access these features with the Campaign Utility mod, a lightweight version of this mod with higher stability. It adds the features that Expanded Editor 3 is missing. This mod (Expanded Editor) is only kept up for posterity.

Expanded Editor
This mod requires the Unofficial Modpacker. I may or may not port it to the official modpacker, but it is a lot more work.
This mod is very similar to Ophelia's mod Unlock Hidden Map Editor Contents, but it hasn't been updated for 2.0 and there is a dreadful need for a
mod like this. Grants access to hidden content in the map and campaign
editor such as
exporting and importing campaign maps, hidden music, sound effects,
cutscene emotes, cutscene backgrounds, cutscene units, cutscene visual
effects, units, dialogue portraits, event actions, and way more!

Combined with my other two mods, Expanded Terrain and Expanded Audio, you'll have so much more freedom and flexibility than you otherwise would!

Note on Import/Exporting campaign maps:
When exporting a map from a campaign, make sure it has a map- prefix and
.map file extension in the name or it will not work. Example:
map-MapName.map
