Sorry if this is redundant to what is already available here, feel free to delete this post (as the pasted information is available in the DOCS section as pointed out in the BUGS post). I have the EPIC version of the game.
I downloaded: SunBeam's thread and download the unlocker ZIP file: https://fearlessrevolution.com/viewtopic.php?f=4&t=10673 (the other one didn't work for me). I put the files in my game install directory. Note that my game is NOT installed on the C drive.
Created a folder called plugins and added this mod's file to that folder.
Downloaded and changed the name of dinput8.dll to dsound.dll from the Ultimate-ASI-load zip file and placed the file in the same folder as the game exe file and added files and folders (not in the plugins folder).
Started the game using the Epic launcher, loaded by save (continue), hit tilde (~) and it works like a charm.

How to setup this mod:
First download the asi 64bit package (from https://github.com/ThirteenAG/Ultimate-ASI-Loader/releases/tag/v4.52) and copy the dinput8.dll into the "The Outer Worlds\Indiana\Binaries\Win64" folder. Then rename the dll to dsound.dll
Next if you have not yet download one of the unlockers in the "Dev-Console Unlock Guide" mod which is linked as a requirement to this mod. for either unlocker extract the dll from the package and place it into the same folder you put the dsound.dll file. Next rename it to "consoleUnlocker.dll" this is important because its the filename my tool looks for.
Next create a plugins folder in that same folder.
Finally download my mod and extract the asi file, then place it in the plugins folder you created.
Works with Steam Gorgon version as well. Indiana-win64-Shipping.exe will need to be renamed IndianaEpicGamesStore-Win64-Shipping.exe in the Binaries\Win64 folder, and you will need to pin that to desktop or taskbar to run. it will give you an error if you try to launch from the steam interface.
GOG version working here. Had already renamed my "Indiana-win64-Shipping.exe" to "IndianaEpicGamesStore-Win64-Shipping.exe" so Sunbeam's dll could hook. Kudos icannotaim

I am using the GOG version and I followed the instructions but the game crashes.
Here is what I did.
I downloaded the "Otis_Inf's Universal UE4 Unlocker (Universal UE4 Unlocker v3.0.14)" from the Developer Console Unlock Guide. I extracted the contents and took "UniversalUE4Unlocker.dll" and renamed it to "consoleUnlocker.dll" then moved it to "The Outer Worlds\Indiana\Binaries\Win64\".
I downloaded the "(Ultimate-ASI-Loader_x64.zip (Ultimate ASI Loader v4.59)" from the link from your instructions above. I extracted the "dinput8.dll" file from it and renamed it to "dsound.dll" then moved it to "The Outer Worlds\Indiana\Binaries\Win64\".
I downloaded this mod and extracted the "DOUBLEDRAGON.asi" file then moved it to "The Outer Worlds\Indiana\Binaries\Win64\plugins".

When I start the game, I get a black screen and The Outer Worlds cursor and then a few seconds later the game crashes. Running the exe as an administrator does not help.

Instead of using the original Sunbeam Unlocker or the Universal UE4 Unlocker, I used "Dev-Console Unlock DLL for Steam version (nexusmods.com/theouterworlds/mods/62)" and changed "IndianaEpicGamesStore-Win64-Shipping.exe" back to "Indiana-Win64-Shipping.exe".
I was having an issue getting the console unlock tools to work as well, but I found a comment by ArcaneAsh in another Nexus mod page that explains how to install the sunbeam tool. I haven't had any issues with the console dll since I followed them.
*EDIT* Just installed the asi, and the dll as per icannotaim's instructions, and can confirm that this works as intended if you follow the instructions from the other page in conjunction with icannotaim's. Have fun!

Same here. I thought because I found this on The Nexus it would work with the Steam ver., but nope.
