You can open your PDA while the "cinematic mode" is active. This mode is active when you are driving the Cyclops, climbing a ladder, etc.
Known issues
Incompatible with Tweaks and Fixes mod.
Requirements
No PDA Animation is required to avoid a PDA display bug.
