The file structure used here does not work with Vortex - it extracts the files into the folder "Data/RoO x/data/", where x is the name of the module. To resolve this, you need to remove at least the "data" level of the structure.
I can look into it when I have some free time, the issue is Im not as familiar with these mods so it may be harder for me to flag the right areas if they arent obvious by editor ids
