Removes negative health, magicka, and stamina offsets from low level Bandits and Vampires. Also removes the half attack damage modifier that was given to many low level NPCs.

Removes negative health, magicka, and stamina offsets from low level Bandits and Vampires. Also removes the half attack damage modifier that was given to many low level NPCs.
This helps to make the early game more challenging, and adds more consistency between the player and npcs.
