Corrected (I hope) the "tweaked" patch for Guard Dialogue Overhaul ESL so that it uses the new AE form version 1.71 and properly overrides the GDO infos.
Looks good in the latest xedit 4.1.5c, which supports version 1.71, but of course I can't test it in-game.

The default version only allows setting the global variables to the accepted values, as per GDO description. What GDO does with those values doesn't depend on this patch.
The optional version has different conditions for the 'memes' and 'guard says stop' comments because GDO is too restrictive. They depend on the MCM settings instead of the original conditions about quests completed, 'thaneship', and so on. I like to keep hearing them and don't feel offended :) 0 = Never 1 = 50% chance of being skipped 2 = No restrictions
And a small bonus, an idea for a "Guard Drill Overhaul" mod...
