Welcome to the Next-Gen Experience of Lighting
First of all, I'd like to thank and applaud Wired1up for the idea behind MLO. It allows us to bring you an incredible Next-Gen experience with incredible atmospheres, very realistic interior lighting, it gets rid of a lot of flicker and saves frames. You probably think black magic doesn't exist, but it does...
Explanations
The aim of MLO is to get rid of fake light sources in favor of [COMPLEXPARTICLELIGHTS] values. This can be achieved with the ingenious aid of using a BOS to remove these light sources from the game and using custom meshes to cast a more intense, natural light source, customizable using the [COMPLEXPARTICLELIGHTS] value of your ENB.
My tweak was designed to be used with an ENB, so I have no idea what it will do with CS.
Now that you've got the basics down, you may be wondering: Ok Neishin but what's the difference with your tweak?
The original MLO deactivates almost all Vanilla light sources. After several tests, I reactivated all the lightsources that cast shadows, while leaving deactivated the lightsources that don't cast shadows. This reduces flicker as much as possible, improves performance and, above all, gives a super NEXT GEN look by keeping the beautiful light sources while removing the ugly ones, which will be managed by MLO's custom meshes + your ENB's [COMPLEXPARTICLELIGHTS] values.
I've also patched MLO to work with Lux / Lux Via and Lux Orbis. The GGUNIT mods ( what a goat btw ) add custom light sources that need to be patched for MLO and apply the same principle: Keep the lighsources that cast shadows and delete those that don't.
You may have heard of the light limit fix available for community shaders users, with this mod I am confident that ENB users can have the same result. This will greatly or entirely reduce shadow flicker for ENB users
